To concur in the rule of procedure quoted above; 2. To adopt the following rule of procedure: "CHAPTER XL - RELATIONS WITH OTHER UNITED NATIONS ORGANS "Rule 61 "Any meeting of the Security Council held in pursuance of the Statute of the International Court of Justice for the purpose of the election of mem- bers of the Court shall continue until as many candidates as are required for all the seats to be filled have obtained in one or more ballots an absolute majority of votes." ; Transmits this resolution to the General Assembly for its information. Il importe que les pays établissent un mécanisme ou consolident un mécanisme existant afin FCCC/SBI/2019/18 8 GE.19-18361 de conserver leur mémoire institutionnelle et de renforcer leurs capacités, y compris les connaissances et l’expertise acquises grâce à la formation ; e) Un système robuste d’archivage et de documentation du processus et des procédures connexes, étayé par une communication régulière entre les différentes parties prenantes, contribuent à institutionnaliser le processus ; f) L’adhésion politique aux travaux de mesure, de notification et de vérification et un engagement politique de haut niveau à leur égard jouent un rôle crucial, en particulier lorsque la structure et les effectifs des institutions gouvernementales chargées de la lutte contre les changements climatiques changent fréquemment ou qu’on leur demande de se pencher sur une vaste gamme de domaines autres que les changements climatiques, les mécanismes de mesure, de notification et de vérification et les questions de transparence, ce qui se traduit souvent par un moindre degré de priorité accordée aux travaux de mesure, de notification et de vérification et par une pénurie de personnel chargé de les mener à bien. 18. (...) Elle a permis de mettre en évidence les liens entre les programmes nationaux de lutte contre les changements climatiques et les ODD en fonction des priorités, des besoins et des structures institutionnelles des pays ainsi que des fonds disponibles pour la mise en œuvre. 41. (...) Les participants se sont félicités de la mise en commun de ces informations et ont noté que rattacher la question des changements climatiques aux dispositifs institutionnels de développement socioéconomique existants et aux ODD dispenserait d’avoir à créer d’autres dispositifs pour lutter contre les changements climatiques et contribuerait à la mobilisation des parties prenantes.
