Government, The Hague, as well as the capital city, Amsterdam. He also travelled to the
island of Bonaire in the Dutch Caribbean.

with the municipal authorities and visited the Shelter City Project run by the Urgent
Foundation with the support of the city of Amsterdam.

VISIT TO UZBEKISTAN : REPORT OF THE SPECIAL RAPPORTEUR ON THE INDEPENDENCE OF JUDGES AND LAWYERS
The judicial system of Uzbekistan consists of the Constitutional Court; the Supreme
Court; military courts; and civil, criminal, administrative and economic courts established
at the interdistrict, district and city levels. The autonomous Republic of Karakalpakstan and
the city of Tashkent have their own courts. (...) There are 12 regional courts located in the capital city of each region. Tashkent city
courts belong to the category of regional courts because they have wider power than
ordinary city courts and are structured in the same way as regional courts.
13. First instance courts are established at the interdistrict, district and city levels to hear
cases of civil, criminal and administrative nature.

VISIT TO ARGENTINA : REPORT OF THE WORKING GROUP OF EXPERTS ON PEOPLE OF AFRICAN DESCENT
Argentina is a federal State consisting of 23 provinces and the Autonomous City of
Buenos Aires and including more than 2,000 municipalities. (...) Similarly, by Law No. 4.355, 25 July was
designated as the Day of the Afro Woman within the city of Buenos Aires; the Directorate
General of Women, Ministry of Social Development of the city of Buenos Aires, is
entrusted to develop different activities in the framework of the celebrations. (...) Similar operations were also reported in
La Plata, Province of Buenos Aires, and in Córdoba city. Daily operations have also
reportedly been carried out jointly by the city police and the Ministry of Environment and
Public Space of the city of Buenos Aires, where inspectors who do not wear uniforms or
carry identification allegedly intimidate the vendors to withdraw, under threat of action by
the police.

President of the Housing Commission of the Legislative Assembly of the Federal District/Mexico City
(Presidente de la Comisión de Vivienda de la Asamblea Legislativa del Distrito Federal); the Secretary for
Urban Development and Housing and Director-General of the Housing Institute of the Mexico City
Federal District (Secretaria de Desarrollo Urbano y Vivienda, y Director General del Instituto de Vivienda
del Distrito Federal); the President of the Tribunal of Justice of the Mexico City Federal District
(Presidente del Tribunal de Justicia del Distrito Federal); and the Federal District Human Rights
Commission. (...) According to one NGO (Asamblea de Barrios Romero Rubio), there is an
average of three evictions per day in Mexico City alone. In Mexico City, changes to the civil code of the
Federal District and civil procedures that regulate the relation between rental housing owners and tenants
came into effect in 2002. (...) At another level, successive rises in
interest rates following the economic crisis of 1995 left many mortgage borrowers with bad debts and
unable to repay loans. In 2001, in Mexico City alone, there were more than 10,000 sentences on bad
debts, which effectively authorized banks to take possession of the houses and other mortgaged properties
of the debtors.

As part of the Special Rapporteur’s fact-finding mission, he visited the Autonomous
City of Buenos Aires, and Comodoro Rivadavia and Rawson in Chubut Province. (...) On 15 December 2016, the Autonomous City of Buenos Aires passed the Act No.
5,775 on the prevention of grooming, under which the City’s public institutions are required
to design and implement awareness-raising and capacity-building activities for children,
parents and professionals. (...) In the past five years, the City Ombudsman’s Office has been running a programme
called Conéctate seguro (Connect Safely), in order to promote the safe use of data by
children.

Some Provincial authorities have tried to find innovative solution to address inadequate housing
and homelessness. For instance, the city of Montreal supported the creation of a legal clinic and a special
prosecutor at Municipal Court in charge of problems linked to homelessness.
27. (...) In a recent decision, Justice Ross recognizes that a significant number of people in the City of
Victoria have no choice but to sleep outside in the City’s parks or streets. (...) The Special Rapporteur welcomes the initiative of the City of Montreal leading to the adoption of
the Montreal Charter of Human Rights and Responsibilities.
