Les réponses associées à l’ensemble des modèles à échelle fine utilisés dans le projet City-Delta ont permis d’évaluer les effets qu’aurait la «mise hors circuit» des émissions primaires de faible niveau dans une ville. (...) La formulation de facteurs «City-Delta» relatifs aux concentrations de MP2,5 faisait intervenir une simple relation linéaire par rapport aux émissions nationales. (...) Plusieurs approches (en particulier l’application du facteur «City-Delta», la comparaison de mesures provenant de sites jumeaux situés l’un en zone rurale et l’autre en zone urbaine, ou l’utilisation d’une modélisation nationale plus détaillée) pourraient fournir les paramètres nécessaires pour des modèles d’évaluation intégrée; b) Des experts nationaux devraient effectuer un examen approfondi des hypothèses et des données utilisées dans la méthode «City-Delta», d’où la nécessité pour les organismes compétents créés au titre de la Convention de mettre en place un mécanisme adapté; c) Les résultats du projet City-Delta dépendaient de la taille des cellules de grille servant à définir le domaine cible.

Le 25 septembre 2008, le Secrétariat a décidé qu’il n’était pas dans l’intérêt de l’Organisation de déménager le centre informatique secondaire à Long Island City. 4. Dans son rapport daté du 16 octobre 2008 (A/63/487 et Corr.1 et 2), le Comité consultatif pour les questions administratives et budgétaires a noté que le Secrétariat avait renoncé à la proposition relative au site de Long Island City et a estimé que l’Assemblée générale n’avait plus à se prononcer sur les crédits demandés pour le centre. (...) En septembre 2008, lorsqu’il a conclu que le bâtiment de l’UNFCU à Long Island City ne convenait pas, le Secrétariat a commencé à chercher un site de remplacement. Il a recensé trois sites qui se prêtaient à ses besoins – Wappingers Falls (New York), Brooklyn (New York) et Jersey City (New Jersey) – mais a écarté Brooklyn et Jersey City pour des raisons liées à la sécurité, aux coûts et à l’ampleur des travaux de construction à entreprendre.
