"The Citizen Map (site and app), which provides georeferenced information for public services and allows users to get digital queue tickets for onsite public services, was updated to: - Ensuring there are no “open” queue tickets and provide textual and graphic information (including a new splash screen and banner) to users; - Targeting citizens, to help prevent crowding in on-site counters (in conjunction with ePortugal); - Click to action for services on digital channels (in conjunction with ePortugal); - Click to action to obtain information and answer questions (in conjunction with the Citizen Contact Centre and Business Contact Centre); - Click to action placement for pre-scheduling services (in conjunction with the entities responsible for the service).

1. National action plans to improve the well-being of indigenous peoples
14. (...) Furthermore, government action for indigenous peoples was not part of a cross-sectoral
strategy and indigenous peoples themselves were not sufficiently involved in the design and
implementation of the action plans. (...) The Special Rapporteur welcomes the existence of such action plans and strongly
encourages the Government to seek greater participation by indigenous peoples in their
preparation and implementation, to ensure that the action taken responds, in a culturally
appropriate manner, to the actual needs of the populations.

The 2nd World Conference on Disaster
Reduction which was held in Kobe, Japan in January 2005 and shortly
after the Tsunami concluded a number of strategic outcomes among
which the Hyogo Framework for Action is the most important one. The
“Hyogo Framework for Action, 2005-2015:Building the Resilience of
Nations and Communities to Disasters” is the most comprehensive
international instrument on disaster reduction and provides strategic
framework for development of both preventive and responsive measures
and capacities at local, national, regional and international levels.

However, the implementation of the Hyogo Framework is a long process
and requires participation and contribution of all sectors and actors in a
coordinated way. (...) Shortly after the India Ocean Tsunami, the World Conference on
Disaster Reduction was held in Kobe, Japan which resulted in the
adoption of the “Hyogo Framework for Action: Building the Resilience
of Nations and Communities to Disasters” by 168 participating countries
including countries of the Asia-Pacific. The HFA through three Strategic
Goals and five Priorities for Action presents the world most
comprehensive framework for disaster risk reduction and management.

OHCHR (Tistounet) asked about the possibility for TMBs to capitalise on the presence in
Geneva for UPR of smaller countries that do not have Permanent Missions there by scheduling
its TMB review to coincide? Professor O Flaherty suggested that it might be better for there to
be appropriate space between the two processes so that States’ implementation of
recommendations can be properly assessed and for follow-up across the procedures.
(...) One panellist spoke of UPR as being the best thing that had happened to the treaty body
system for years, and, with others, made suggestions as to the effect it might have on the treaty
body system. Scheduling should take into account the UPR schedule; treaty body
recommendations should become more precise, concrete and implementable, and perhaps be
prioritized so as to be picked up appropriately in the process.

REPORT OF THE INDEPENDENT EXPERT ON THE ENJOYMENT OF ALL HUMAN RIGHTS BY OLDER PERSONS ON HER MISSION TO NAMIBIA :NOTE / BY THE SECRETARIAT
The National Human Rights Action Plan for the period 2015-2019, which was
launched by the President of Namibia on 9 December 2014, seeks to improve, respect and
fulfil human rights in Namibia, in line with paragraph 71 of Part II of the Vienna
Declaration and Programme of Action of 1993 regarding the desirability of drawing up a
national action plan. (...) In 2016, Namibia launched the Action Plan towards Prosperity for All, the so-called
Harambee Prosperity Plan 2016/17-2019/20. This development action plan contains, inter
alia, a chapter on social progression.

3. We were able to process all such contributions as submitted by various stakeholders
into a text appropriate for an outcome document format, specifically covering
sections I to IV of the structure of the document. (...) Alternatively, its drafting may be undertaken after the first reading of the five
sections of the action-oriented part of the draft outcome document by the Preparatory
Committee is completed;
(h) The Bureau of the Preparatory Committee may consider respective
preparations for the negotiating process, including the drafting of relevant decisions.

SECOND REPORT OF THE AD HOC COMMITTEE OF EXPERTS TO EXAMINE THE FINANCES OF THE UNITED NATIONS AND THE SPECIALIZED AGENCIES : (CONTAINING RECOMMENDATIONS SUBMITTED TO THE GENERAL ASSEMBLY AT ITS 21ST SESSION)
These were:
(a) Possibility for each specialized agency to develop its long-term
planning geared to agreed objectives prepared on a programme basis, taking into
account both the availability of resources, human and financial, as well as the
needs of the developing countries;
(b) Possibility of Member Governments receiving the information necessary,
and as far as possible on a comparative basis, on the operation and impact of
the activities of the agencies, including those carried on in the field, to
facilitate evaluation by the appropriate bodies;
(c) Possibility of standardizing budget presentation and devising methods
for facilitating comparison;
(d) Quantum of resources available to each specialized agency, both under
the regular budget and as extra-budgetary funds; methods and principles utilized
to determine the rates of assessments of Member States;
(e) Possible means for improving the existing methods and techniques in the
field of the preparation of programmes and budgets and avoidance of duplication,
including follow-up action and implementation of policies; steps taken by the
agencies on resolutions of the Economic and Social Council in the direction of
co-ordinating their activities;
v (f) The number, length, co-ordination, scheduling and documentation of
conferences and meetings;
(g) Other matters which might be raised by any member of the Ad Hoc Committee (...) For the same reason, it is incumbent upon the organizations, both individually
and collectively, to keep their programmes and methods of work under constant
review with a view to increasing the effectiveness of their action.
16. The recommendations which follow in this report are based on the general
considerations contained in resolution 204-9 (XX)> namely that any expansion of
the activities of the United Nations family of organizations "should take into
account both the needs they are intended to meet and the costs Member States
will have to bear as a result". (...) Other agencies use the term to designate all the activities relating to the
execution of any action undertaken in one or more countries.
Mandatory increases: This expression is used in different organizations to
cover groups of expenditures varying widely in composition.
