France is one of the three main contributors to the European Union Naval Force Somalia – Operation Atalanta, behind Italy and Spain. Maritime security has been identified as a priority in the new European Union strategy for the Horn of Africa, which was adopted by the Council of the European Union on 10 May 2021 and includes references to Operation Atalanta. (...) Since the origins of the European Union Naval Forces Somalia – Operation Atalanta, in 2008, Spain has been the main contributor to counter-piracy efforts and has maintained a strong and permanent presence in the structures of Operation Atalanta. (...) Spain also contributes to the support element of Atalanta, stationed in Djibouti, providing part of its staff.

During the 9 months of the reporting period, the European Union Naval Operation off the coast of Somalia (EU NAVFOR Atalanta) has demonstrated its ability to act effectively against piracy. (...) Besides, cooperative frameworks and arrangements have been adopted to enable Operation Atalanta to cooperate effectively with other naval forces and assets deployed off the coast of Somalia as well as regional countries engaged in counter-piracy. 5. (...) A significant number (68) of suspected pirates have been captured by Operation Atalanta and transferred to Kenyan authorities for subsequent prosecution.

These advance notifications were received prior to the EU NAVFOR Somalia — Operation Atalanta (EU Operation Atalanta) achieving initial operational capacity on 13 December 2008. 16. (...) At the time of writing this report, EU Operation Atalanta had enabled the safe delivery of nearly 76,000 tons of humanitarian assistance. (...) In an effort to safeguard merchant shipping operating in the region, EU Operation Atalanta has established a Maritime Security Centre (Horn of Africa) to provide information and guidance to the shipping community.

EU NAVFOR Somalia, through Operation Atalanta, continued to deter, prevent and repress piracy off the coast of Somalia by protecting and escorting vessels vulnerable to piracy attacks, including vessels of the World Food Programme. (...) Italy has been one of the main force providers of EU NAVFOR Operation Atalanta since its inception and currently provides two naval units and two helicopters for eight months a year, with a total of 407 personnel units. (...) Lithuanian Armed Forces maintain a permanent contribution to EU NAVFOR Operation Atalanta by providing a staff officer to the operational headquarters in Rota, Spain.

Nonetheless, France is concerned by the three-month extension set by the resolution, which is too brief to allow the European Union Naval Force Operation Atalanta to carry out its tasks in proper conditions. (...) That was achieved in part thanks to the efforts of the European Union Naval Force Operation Atalanta. The short mandate adopted today, however, will likely adversely affect the operating conditions of Operation Atalanta and related activities. (...) As a member of the European Union, Ireland is concerned that such a short time frame could threaten the continuation of the European Union Naval Force Operation Atalanta, which conducts a crucial counter- piracy naval operation in the region.

The European Union Naval Force Somalia, through Operation Atalanta, continued to deter, prevent and repress piracy off the coast of Somalia by protecting and escorting vessels vulnerable to piracy attacks, including vessels of the World Food Programme. (...) The European Union had extended the mandate of Operation Atalanta until 31 December 2022 and expanded its mandate effective from 1 January 2021. (...) The Centre remained integral to Operation Atalanta, providing regional maritime domain awareness and receiving voluntary registration details of transiting vessels, as recommended in the fifth edition of Best Management Practices, together with the Maritime Trade Operations of the United Kingdom of Great Britain and Northern Ireland. 42.

Multinational maritime coalitions Operation Atalanta 20. Since the issuance of my previous report, European Union Naval Force Operation Atalanta has continued to play a key role as part of the European Union contribution to the deterrence, prevention and repression of piracy and armed robbery at sea off the coast of Somalia within the framework of the European Security and Defence Policy. (...) Since it commenced operational activities, Operation Atalanta has successfully disrupted more than 15 attacks. (...) During the reporting period, WFP continued to benefit from naval escorts provided under European Union Operation Atalanta for humanitarian shipments to Somalia, including life-saving food aid.

Andre Lipand (Estonia) also noted that the short length of the adopted mandate could adversely affect the operating conditions of the European Union’s Operation Atalanta.  “The bottom line is we should avoid hasty decisions, which would risk creating a security vacuum,” he said, emphasizing the need to remain vigilant and thoroughly think through the next steps.   (...) Such a short timeframe could threaten the continuation of the European Union’s Operation Atalanta, which conducts crucial anti-piracy operations in that region.
