We urge all governments to respect the red crystal, in addition to the red cross and the red crescent’’. (...) These high concentrations of small ice crystals are invisible to on board weather radar and can therefore be difficult to avoid. 1.2 Please note that HAIC (and its associated aviation hazard) is also referred to as High Ice Water Content (HIWC), ice crystal icing and engine icing. 1.3 Both WAFCs are currently carrying out independently funded research on the HAIC phenomena. 2. (...) These ice crystals have low radar reflectivity and are typically observed in the vicinity of deep convective clouds.

According to Jerzy Makarowski of the Permanent Mission of Sweden to the United Nations, who led the negotiations on the draft resolution, although the red crystal was a contentious issue, talks remained "productive, constructive and friendly". (...) Meron said that the resolution's adoption was a welcome development to "get political backing" for the red crystal. Meirav Eilon Shahar of the Permanent Mission of Israel said that although bringing the additional emblem before the United Nations had no direct legal bearing on the issue, it represented an opportunity to "encourage countries to recognize the red crystal and ratify the Third Protocol".
