(...) Engagement with audiences around the world increased dramatically, with the number of followers on Facebook rising by more than 85 per cent. One of the highlights on social media was the Facebook live event at the General Assembly on the appointment of the next Secretary-General, António Guterres. (...) With average weekly downloads numbering 7,924, the increased use of social media platforms such as Facebook Live resulted in record -breaking audiences reached.

On September 23, 2019, the businessman Nguyen Duc Quoc Vuong was arrested for preparing and distributing information and documents by Facebook criticizing the government policy. He previously has been incarcerated in June 2018 for his opposition on Facebook against laws on cybersecurity and on special economic zones. Every month, two or three Facebook users were arrested in 2020 for “abusing democratic freedoms” in social media. (...) Nguyen Chi Vung was handed a six-year prison term on charges to disseminating anti-state criticism on Facebook. Facebook has been very much criticized for bowing to Viet Nam’s censorship to remove posts when the website was often not usable by its 65 million users in the country after being taken offline by the authorities.

During the campaign period, KA.DER was able to reach 139.000 women (66.000 organic, 73.000 paid) on Facebook and 92.000 people on Twitter (organic). On the Facebook channel, the engagement rate was 41 per cent. (...) KA.DER succeeded in reaching women voters living in 80 cities out of 81 in Turkey. The highest numbers came from women living in Istanbul, Ankara, Izmir, Antalya, E/CN.6/2018/NGO/144 3/3 17-22433 and Gaziantep. The highest engagement came from women living in Konya. The comments all included direct and relevant messages with the referendum.

The Department continued to support communications efforts for the “Every woman, every child” health initiative of the Secretary-General by covering the frequent visits made by the Secretary-General to clinics during his travels and promoting a special event, held at United Nations Headquarters on 20 September, entitled “Saving the lives of 16 million”. On the French and Spanish Facebook pages, the campaign generated considerable feedback and comments, increasing user engagement on average by 250 and 300 per cent, respectively; (b) The first-ever live global conversation with the United Nations High Commissioner for Human Rights was organized on 9 December at United Nations Headquarters, with the Department providing promotional and logistical support using social media. (...) In addition to having a live audience of over 100 people, the event was webcast live in English, Arabic and Chinese and streamed live on Facebook.

Global Witness “created two job ads with the intention of using different forms of discriminatory targeting: one ad was targeted to exclude women, the other to exclude people over the age of 55.”22 While Facebook required them to comply with the platform’s non-discrimination policy through a tick-box, both ads were approved by Facebook. Global Witness also created four ads for vacancies for mechanics, nursery nurses, pilots and psychologists and set no parameters as to how Facebook should target the adverts, leaving the platform’s algorithm as the sole driver for the promotion. This experiment found that “almost all Facebook users shown adverts for mechanics were men, while ads for nursery nurses were seen almost exclusively by women.”23 Schona Jolly QC assessed the experience and stated: “Facebook’s system itself may, and does appear to, lead to discriminatory outcomes”.24 Automated facial recognition in the gig economy There is increasing concern that facial recognition software may be placing people from ethnic minority groups at a disadvantage in the gig economy.
