2.2 Based on this the Secretariat developed the report which was uploaded at: http://www.icao.int/WACAF/Pages/CNMC-SATFIT-SAT.aspx.
2.3 The table presented in the Appendix to this working paper was updated based on the information provided by SAT/FIT members.
2.4 The updated status of implementation of SAT FIT/12 Conclusions & Decision and Action Plan which were attached to the SAT FIT/13 report as in Appendix B and Appendix C respectively.
2.5 The team leads and Go-Team members were tasked to coordinate the implementation for the programmes which were adopted by SAT FIT 13.
2.6 Effectiveness of the SAT/FIT Group
2.6.1 The SAT FIT was urged to endeavour to implement the conclusions and decisions which were adopted by meeting.

1. Introduction
1.1 This Working Paper presents the status of implementation of Conclusions and Decisions
adopted by the SAT FIT/11 Meeting held in Abidjan, Cote d’Ivoire from 04 to 05 June, 2015. 1.2 Follow-up actions indicated in the tables have been established according to information
available at the secretariat.

2.1 The meeting discussed six (6) Agenda items and adopted three (03) Conclusions and five (05), Decisions:
2.2 The Secretariat developed and circulated the draft report at Appendix A to this paper and the table summarizing the conclusions and decisions.
2.3 This follow-up action is presented as Appendix B this working paper.

As per availability on smartphones, HTTPS based solutions appear to be the optimal carrier technology for DFS. 3.3 Conclusions related to the fitness for DFS A successful introduction of DFS via a mobile network requires fitness of the whole environment used, which is – Fitness of the mobile network, to provide a minimum level of availability and accessibility – Fitness of the mobile network to provide the services required for realization of DFS – Fitness of mobile devices used, to support the basic services used to realize DFS – Fitness of the DFS service itself to provide useable interfaces – Fitness of users to successfully use DFS.
