In order to increase the awareness of different target user groups on statistical information, Eurostat undertook cooperation with the open data community and other data redistributors and in particular with Google. Google mentioned for the first time Eurostat as the reference in the Government Summit 2.0 in Washington DC in September 2009. As of March 2012 several datasets based on Eurostat data (on inflation, public finances, ECE/CES/2014/33 3 unemployment, etc.) can be accessed using the Google Public Data explorer and could be easily found on Google search in 34 languages. 10. Dominant platforms have also expanded into other related businesses, with the objective of accessing more data. For example, Google gives its Android operating system free of charge to mobile telephone manufacturers, thereby enabling it to collect user data.12 In addition, Google provides many other services, including video sharing, price comparison, cloud computing and online payment system services, and these have provided additional consumer data, increasing the quality of, on the one hand, its search engine services, and on the other hand, the value of data sold to advertisers for better-targeted advertising. This makes Google attractive for both users and advertisers, and increases its advertising revenues. COMPETITION LAW, POLICY AND REGULATION IN THE DIGITAL ERA
The Administrative Council has two ongoing competition investigations, both initiated in 2019, one analysing the effects on competition of the conduct of Google in licencing its Android mobile operating system in the licensable operating systems market in Brazil and one on the potential scraping by Google of journalistic content published on the websites of media and news companies, whereby Google would be abusing its dominant position in leveraging the website access rates that it maintained to attract online advertisement. 18. In the Russian Federation, in 2017, the Federal Antimonopoly Service conducted an investigation into possible anticompetitive practices by Google, concluding that Google had abused its dominant position in the pre-installed application market; to restore competition, Google was obliged to revise its contracts with mobile device manufacturers to exclude anticompetitive requirements that restricted the installation of the applications and services of other developers.9 The Federal Antimonopoly Service has also issued a ruling against Apple that established abuse of a dominant position, imposing remedies that required the company to remove provisions giving it the right to reject third-party applications in its store for any reason; and ensured that in-house applications would not take precedence over third-party applications. 22. BIG DATA FOR GOOD: CAN BIG DATA ILLUSTRATE THE CHALLENGES FACING SYRIAN REFUGEES IN LEBANON?
Facebook also allows marketers to connect with expatriates living within a given country, for example people born in Brazil living abroad, or expatriates living in a specific country.9 Information on how many Facebook users match certain criteria, such as currently living abroad, can be obtained free of charge through an appropriate API.10 This type of data has been used to monitor the flow of refugees and migrants out of Venezuela11 and to map poverty12 and track digital gender gaps.13 16 Supported by Google Jigsaw, the Global Database of Events Language and Tone (GDELT Project) is an open source near-real-time database that monitors the world’s broadcast, print, and web news from all over the world in over 100 languages. (...) The sentiment is annotated using Google’s Cloud Natural Language API. Each article contains three sentiment values: polarity, magnitude and score, all of which describe sentiment for more than 17 languages. (...) The database is open source and allows anyone to either download chunks of the archive or access the database using Google Cloud Platform’s BigQuery.14 As opposed to traditional data sources, where data are usually collected through probability sampling and a measure of representativeness of the populations can be obtained, non-traditional data sources are collected without a specific probabilistic design.
