With regard to cooperation with international organizations and to logistical and technical support, the Sultanate of Oman has established cooperation with the Massachusetts Institute of Technology on the implementation of a desertification simulation programme which aims at devising an advanced methodology, using modern scientific and technological innovations to monitor and analyse the dynamics of climate and their interaction with the ecosystem in the region (interactive modelling), for the purpose of understanding the phenomenon of desertification and how to combat it. The project is funded jointly by the Ministries of Municipalities, the Environment, and Water Resources, and by the Islamic Development Bank.

Problems have been encountered due to the high level of financial and administrative dependence of local self-governments upon the national “parent” bodies, and an inadequate basis for allocation of funds, leaving some unable to function effectively. (...) Competition for limited funds was however noted as a problem that has created tensions and resulted in schools achieving only limited progress in minority language education, in terms of the hours of teaching available and the subjects taught. (...) The failure and neglect of municipal authorities to fulfil their social and economic responsibilities for which they are State funded, have left Roma self-governments to address pressing issues beyond their originally designated function.

An additional EUR 133,638 was received from Canada in the form of a transfer of funds from a previous trust fund dedicated to Libya. (...) The project will be co-funded through contributions from Cyprus, Finland, New Zealand, S/2018/13 5/5 18-00171 and Spain.
