(TNAs), (2) technology transfer pilot projects, and (3) long-term implementation
of the strategic program.

22. In the immediate and long-term aftermath of a nuclear accident, the right to health
necessitates rigorous and prolonged monitoring of individual health, as the health effects of
radiation exposure are not always immediately known or treatable. (...) The Special Rapporteur encourages the Government to monitor any increase in
morbidity and leukaemia, since they have been detected among the survivors of Chernobyl
and Three Mile Island.48 Owing to the limited knowledge about the health effects of long-
term exposure to low-dose ionizing radiation, the Government’s orders for the resettlement
of residents in areas with accumulated dosage of 20 mSv/year and lower should be
followed by long-term health monitoring of affected people.

term counselling from Agency social workers and no long-term psychosocial support,
which is often necessary for proper healing from the trauma caused by trafficking. (...) In addition, attention should be paid to providing returnees with valuable job
opportunities in the long term, over and above life-skill or vocational training in the short
term.
