Subsequent to the progress report presented by the GEF to SBI 30, the present report provides an update to SBI 31 on GEF progress between May and November 2009 in implementing the Poznan Strategic Program on Technology Transfer, covering the following three areas: (1) technology needs assessments (TNAs), (2) technology transfer pilot projects, and (3) long-term implementation of the strategic program. (...) Through this project, a total of 2.5 million tons of CO2 will be reduced over the next eight years. Long-Term Implementation of the Strategic Program 11. In keeping with the COP 14 decision that requested the GEF to consider the long-term implementation of the strategic program on technology transfer, the GEF has identified technology transfer as a long-term priority in the climate change focal area.

In the immediate and long-term aftermath of a nuclear accident, the right to health necessitates rigorous and prolonged monitoring of individual health, as the health effects of radiation exposure are not always immediately known or treatable. The Special Rapporteur encourages the Government to monitor any increase in morbidity and leukaemia, since they have been detected among the survivors of Chernobyl and Three Mile Island.48 Owing to the limited knowledge about the health effects of long- term exposure to low-dose ionizing radiation, the Government’s orders for the resettlement of residents in areas with accumulated dosage of 20 mSv/year and lower should be followed by long-term health monitoring of affected people. 23.

Survivors who decided to share their painful experience with the Special Rapporteur reported suffering long-term post- traumatic stress disorder and depression and only starting to recover five years after their traumatic trafficking experience. They also complained that they often received only short- term counselling from Agency social workers and no long-term psychosocial support, which is often necessary for proper healing from the trauma caused by trafficking. (...) In addition, attention should be paid to providing returnees with valuable job opportunities in the long term, over and above life-skill or vocational training in the short term.
