REPORT OF THE SPECIAL RAPPORTEUR ON VIOLENCE AGAINST WOMEN, ITS CAUSES AND CONSEQUENCES, RASHIDA MANJOO :ADDENDUM
The Maresti case renders misdemeanour and criminal prosecutions mutually exclusive, requiring the prosecution services to choose between misdemeanour charges under the LPDV (which would allow long-term protective measures) and criminal charges, which carry stricter sentences. (...) Conversely, if the State Attorney chooses to prosecute the case and seek criminal-level punishment, the victim is then precluded from obtaining long-term protective measures for herself under the LPDV. 15. (...) It provides both urgent and long-term protective measures focused on victim safety, including eviction, stalking and harassment measures, restraining orders and confiscation of weapons.

THE RIGHT TO FOOD : REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHT TO FOOD, JEAN ZIEGLER : ADDENDUM
With agricultural liberalization, agricultural trade is now private, rather than State run, but a strong private sector of traders capable of transporting food from surplus to deficit regions has not yet emerged, inhibited by the lack of adequate rural infrastructure, roads, storage and markets.9 Linked to this problem is the issue that few donor resources are directed towards long-term development, but continue to be concentrated on providing emergency food aid. (...) The Government suggests that this is a “paradigm shift” in food-security policy in Ethiopia: the aim is to shift from a system dominated by the uncertainties of emergency aid towards a longer-term development perspective. This will distinguish between predictable (chronic food insecurity) and unpredictable (emergency) needs in order to establish a long-term “safety net” for the chronically food insecure, and take actions to enable people to build up their assets in order to reduce their vulnerability. (...) It introduces measures to improve health services (epidemics frequently kill more people than starvation during famines) and to establish a long-term safety net in order to reduce vulnerability to future famines.

Sweden was elected as a non-permanent member of the Security Council for the 2016–2018 term. Seen as a “bridge builder” by several actors, including the Secretary- General, because of its long-standing peacemaking efforts,25 Sweden received wide support for its Security Council membership. (...) All of these thematic priorities relate to the Sustainable Development Goals, and Sweden often sets objectives that are more ambitious than the ones set in the 2030 Agenda in these sectors.34 For each priority area, a long-term policy direction has been designed with the common aim to provide better living conditions for people living in poverty or under oppression.35 39. (...) A/HRC/41/44/Add.1 11 GE.19-06337 synergies between humanitarian initiatives and long-term development cooperation to avoid the resurgence of humanitarian crises; and (e) to find new and innovative financing solutions.39 41.

As progress is made in building the security system, discussion should begin on reducing the foreign military presence in the region and on developing common confidence-building measures between regional and other States. The central long-term objective is to establish an Organization for Security and Cooperation in the Persian Gulf, encompassing – in addition to the countries of the Gulf – Russia, China, the United States, the European Union, India and other interested parties as observers or associate members. (...) Our position is that the Russian proposals are not set in stone, but rather an invitation to constructive dialogue regarding ways to achieve long-term stabilization in the area of the Persian Gulf.
