It is suggested that all psychiatric patients, including long-term and forensic patients, be offered a range of recreational activities, including outdoor exercise, suited to their needs. (...) All injuries suffered by patients should be diligently recorded and the patients concerned should be examined by a doctor. Regarding long-term patients, the law should be amended so that the periodic review of their placement is explicitly required and that such a review is undertaken in practice.

Many of the units were bought by long-time “tenants” at a symbolic rate of a few hundred deutsche marks, regardless of their size, location, land value, infrastructure or services available. (...) The approach of many housing programmes and projects is piecemeal, with a short- term focus. Housing has been partially driven by donor or project allocations for specific population groups, often executed by numerous actors without adequate coordination. (...) In the Special Rapporteur’s view, the dramatic situation requires a response that takes into consideration multiple housing alternatives, from humanitarian shelter and temporary accommodation, close to services and without segregation, to longer-term housing for those who can travel no further.

Given this background, he was concerned to learn that the draft international cooperation strategy for 2021–2024 includes a proposal for explicit criteria for deploying any action undertaken in relation to humanitarian aid, development cooperation, peacebuilding and human security: the need to address the long-term interests of Switzerland (see para. 18 above). This emphasis on the long-term interests of Switzerland has raised a number of concerns among civil society, since it appears to be in contrast with the previous approach, and has the potential to weaken the State’s commitments under the 2030 Agenda, among others. 22.

This had a profound impact on the daily lives of Comorians and created a vicious circle preventing the country’s development. 27. (...) The long-term effects for Comoros have been no less serious. National political, economic and social development was stalled by a series of coups d’état instigated by mercenaries and the political instability that prevailed over the three subsequent decades. 66. Despite the actual long-term presence of mercenaries in the country, the Working Group regrets that it did not receive any written information on the various issues raised, particularly on past mercenary interventions.

It can involve multiple iterations; (j) “Liability” means the legal responsibility arising from the CCS project activity or the relevant geological storage site, including all obligations related to the operation of the storage site (e.g. monitoring, remedial measures, etc.) and to compensate or remedy any significant damages, including damage to the environment, such as ecosystem damage, other material damages or personal injury; FCCC/SBSTA/2011/L.24 5 GE.11-71303 (k) “Remedial measures” means actions and measures intended to stop or control any unintended physical leakage or seepage of carbon dioxide, to restore the integrity of a geological storage site, or to restore long-term environmental quality significantly affected by a CCS project activity; (l) A “net reversal of storage” of carbon dioxide means that: (i) For a verification period during the crediting period, the accumulated verified reductions in anthropogenic emissions by sources of greenhouse gases (GHGs) that have occurred as a result of a registered CDM project activity are negative (i.e. the seepage from the geological storage site of the CCS project activity exceeds the remainder of the emission reductions achieved by the CCS project activity); (ii) For a verification period after the end of the last crediting period, seepage has occurred from the geological storage site of the CCS project activity. (...) The project boundary shall also encompass the vertical and lateral limits of the carbon dioxide geological storage site that are expected when the carbon dioxide plume stabilizes over the long term during the closure phase and the post-closure phase. (...) This step shall utilize numerical dynamic modelling of the injected carbon dioxide using the static model developed in step 2 above to assess coupled processes (i.e. the interaction between each single process in the model), and, where possible, reactive processes (e.g. the interaction of injected carbon dioxide with in situ minerals in the numerical model), and short- and long- term simulations. Such numerical modelling shall be used to provide insight into the pressure and extent of carbon dioxide in the geological storage site over time, the risk of fracturing the cap rock formation(s) and the risk of seepage.

However, there was no indication by the Government as to how it would tackle these sustainability issues in the medium or long term. HIV/AIDS under NHIS 20. HIV prevalence in Ghana is among the lowest in West Africa at 1.9 per cent of the population aged 14 to 49.17 While the epidemic remains generalized, seroprevalence has dropped over the past five years. (...) The incidence of low birth weight has been rising and contributes in part to the 20,000 children dying annually in Ghana due to malaria.47 Malaria can also lead to long-term disability in survivors. Repeated bouts of malaria have also been known to impair as much as 60 per cent of a child’s schooling, impacting on opportunities and productivity in life.48 45. (...) The Special Rapporteur is concerned that this lack of progress significantly undermines the effectiveness of any other malaria-related initiatives by failing to contain mosquito breeding. To affect long-term change and effectively prevent mosquito breeding, the Government should commit to mobilizing resources to achieve nationwide structural change in this area.
