LETTER DATED 7 OCTOBER 2020 FROM THE PERMANENT REPRESENTATIVE OF MALAWI TO THE UNITED NATIONS ADDRESSED TO THE SECRETARY-GENERAL
We underline that while there will no longer be a COP this year, 2020
remains a critical year in which we still expect to see countries come forward with
more ambition – through submission of updated nationally determined contributions
(NDCs) that contain deeper emissions reductions targets; through communication of
long-term strategies; and through the delivery of $100 billion in climate finance to
support developing countries and LDCs address climate change. (...) We underline the
importance of putting in place specific incentive programmes to ensure that
remittances are used for long-term investments in productive capacity building in
LDCs;
33. (...) A delay in these projects will diminish not only
short-term prospects for new FDI flows to LDCs but also decelerate long-term
economic growth.18 FDI in the LDCs remains heavily concentrated in the extractive
industries, often providing few forward and backward productive linkages within the
economy.

Supreme Court for a five-year term under article 145 (2) of the Constitution.

REPORT OF THE SPECIAL RAPPORTEUR ON THE ADVERSE EFFECTS OF THE MOVEMENT AND DUMPING OF TOXIC AND DANGEROUS PRODUCTS AND WASTES ON THE ENJOYMENT OF HUMAN RIGHTS, OKECHUKWU IBEANU : ADDENDUM
According to official estimates, 15 people died, 69 were hospitalized and there were more than
108,000 medical consultations resulting from the incident.4 During the Special Rapporteur’s visit, non-
governmental organizations informed him that the figures may well be higher, taking into account
additional deaths and long-term health consequences that had been reported. (...) The monitoring of the long-term effects on human health and care for the most vulnerable
therefore remains necessary.

REPORT OF THE ADAPTATION COMMITTEE. THE 32ND MEETING OF THE LEAST DEVELOPED COUNTRIES EXPERT GROUP. ADDENDUM. RECOMMENDATIONS OF THE ADAPTATION COMMITTEE AND THE LEAST DEVELOPED COUNTRIES EXPERT GROUP FOR ADDRESSING DECISION 1/CP.21, PARAGRAPH 41, AND, IN
As noted in the report of the in-session workshop on long-term climate finance in
2016,12 country-driven processes for the assessment of adaptation needs in developing
countries are fundamental for scaling up adaptation finance.
13. (...) Scaling up finance is being considered by the COP as part of its deliberations on
long-term climate finance, which for the period from 2014 to 2020 considers, inter alia,
biennial submissions from developed country Parties on their strategies and approaches for
scaling up climate finance. (...) There are several avenues for sharing information, raising awareness and sharing
lessons learned on mobilizing support for adaptation, including the Standing Committee on
Finance (SCF)’s forums on climate finance, the in-session workshops on long-term climate
finance, workshops and activities of the AC and the LEG, including NAP Expos and
Adaptation Forums, and workshops and activities of the Technology Executive Committee
and the Paris Committee on Capacity-building.

VISIT TO FRANCE : REPORT OF THE SPECIAL RAPPORTEUR ON THE PROMOTION AND PROTECTION OF HUMAN RIGHTS AND FUNDAMENTAL FREEDOMS WHILE COUNTERING TERRORISM
Extreme acts of violence have
also occurred, underscoring the long-term nature and complexity of the challenges France
has faced, including the Vitry-le-François train bombing of 1961 in which 28 persons were
killed and over 100 injured. (...) It embodies the principle of national solidarity, supports the legal capacities
and autonomy of victims and provides responsive measures to meet the immediate and
long-term needs of victims. The robustness of the country’s system in respect of victims is
enabled by a compulsory levy on property insurance policies. (...) She
acknowledges the sensitivity of government officials to the challenges that accompany the
permanent use of emergency powers and highlights that, in practice, one of the most
sustained challenges following the exercise of extensive and long-term emergency powers
is to avoid the slippage of exceptional regulation into ordinary law.

REPORT OF THE SPECIAL RAPPORTEUR ON THE HUMAN RIGHTS OF MIGRANTS, JORGE BUSTAMANTE : ADDENDUM
The major amendment to the Immigration Control and Refugee Recognition Act
in 1990 allowed the Japanese descendents (up to the third generation) to acquire the long-
term residential status without restrictions on employment in Japan. (...) It currently lacks a policy that demonstrates a real commitment to eradicate
discrimination against migrants and provides for long-term programmes designed to create
necessary conditions for the effective integration of migrants into the Japanese society.
(...) As such, there is a critical need for a long-term vision
and policy that creates conditions which enable migrants to meaningfully exercise their
rights and potential as productive members of the Japanese society.

REPORT OF THE SPECIAL RAPPORTEUR ON THE PROMOTION AND PROTECTION OF THE RIGHT TO FREEDOM OF OPINION AND EXPRESSION ON HIS MISSION TO LIBERIA : NOTE / BY THE SECRETARIAT
The legal reforms
noted above will go a long way towards promoting press professionalism and
independence, not to mention the ability to cover key issues, such as corruption and other
matters, that require long-term dedicated coverage. (...) The Special
Rapporteur encourages the donor community to continue to provide funding and support
for initiatives aimed at supporting the development of journalism, especially investigative
journalism, in particular through long-term training and the provision of equipment.
33. (...) But even if such distortions are difficult to prove, the possibility of
such a distortion will, in the long term, have a negative effect on the trust that people can
have in journalism.
