The core of the
system is the long-term care allowance, which is a social right in Austria. (...) In 2013, around 5 per cent of Austria’s population received
long-term care benefits. The introduction of the long-term care allowance was an important
step towards enabling older persons to remain at home as long as possible and to lead
independent lives.
67. (...) On 1 January 2012, a comprehensive reform of long-term care benefits entered into
force. The reform led to the takeover of the long-term care benefits of the Länder in the
legislation and execution at federal level.

Draft report of the Ad Hoc Working Group on Long-term Cooperative
Action under the Convention on its sixth session
Rapporteur: Ms. (...) The sixth session of the Ad Hoc Working Group on Long-term Cooperative Action under
the Convention (AWG-LCA) was held at the Maritim Hotel, Bonn, Germany, from 1 to 12 June 2009.
2. (...) Enabling the full, effective and sustained implementation of the Convention through
long-term cooperative action now, up to and beyond 2012, by addressing, inter alia:
(a) A shared vision for long-term cooperative action;
(b) Enhanced national/international action on mitigation of climate change;
(c) Enhanced action on adaptation;
(d) Enhanced action on technology development and transfer to support action on
mitigation and adaptation;
(e) Enhanced action on the provision of financial resources and investment to
support action on mitigation and adaptation and technology cooperation.

legislation on long-term care and long-term insurance has been under preparation since 2005,
but has still not been enacted. (...) Long-term care and health care are regulated under different legislation and financed by
different stakeholders. (...) The Independent Expert was informed that the long-term care and long-term care
insurance act under preparation gives special attention to the education of long-term care
providers and introduces a special chapter on quality assurance.

As a result of the priority given to home ownership, the rental sector is limited: only
2 per cent of all housing stock is allocated to social housing, one of the lowest rates in
Europe. Rental as a long-term alternative to ensuring access to affordable and well-located
housing is no longer the preferred tenure system in Portugal. (...) Moreover,
under the former regime, tenants benefited from strict, long-term rent control, in which case
many paid a nominal sum each month. (...) In addition, only a few neighbourhoods
in the historic centres of Lisbon and Porto have more than 10 per cent of their housing stock
devoted to short-term accommodation.
64. Short-term rentals, especially when they become the primary form of occupation of
specific neighbourhoods, can weaken community networks and the social fabric of a city,
which in turn undermines the promotion of long-term rental as an essential tenure system
for local residents.

The precise health implications of radiation
exposure are still not clear, given that the long-term health effects of low-dose ionizing
radiation are still being studied. (...) The Special Rapporteur encourages the Government to monitor any increase in
morbidity and leukaemia, since they have been detected among the survivors of Chernobyl
and Three Mile Island.48 Owing to the limited knowledge about the health effects of long-
term exposure to low-dose ionizing radiation, the Government’s orders for the resettlement
of residents in areas with accumulated dosage of 20 mSv/year and lower should be
followed by long-term health monitoring of affected people.
23. (...) Moreover, such decisions, which have a long-term impact on the physical and mental health
of people, should be taken with their active, direct and effective participation.
