The 3- year Danish government-supported Institutional Capacity Building in CCOP Countries Project Phase 1 started on January 2005. The long-term objective of the project is to strengthen the capacity of the public authorities within the CCOP member countries to assess their countries' hydrocarbon potentials. (...) With agricultural liberalization, agricultural trade is now private, rather than State run, but a strong private sector of traders capable of transporting food from surplus to deficit regions has not yet emerged, inhibited by the lack of adequate rural infrastructure, roads, storage and markets.9 Linked to this problem is the issue that few donor resources are directed towards long-term development, but continue to be concentrated on providing emergency food aid. (...) The Government suggests that this is a “paradigm shift” in E/CN.4/2005/47/Add.1 page 18 food-security policy in Ethiopia: the aim is to shift from a system dominated by the uncertainties of emergency aid towards a longer-term development perspective. This will distinguish between predictable (chronic food insecurity) and unpredictable (emergency) needs in order to establish a long-term “safety net” for the chronically food insecure, and take actions to enable people to build up their assets in order to reduce their vulnerability. (...) It introduces measures to improve health services (epidemics frequently kill more people than starvation during famines) and to establish a long-term safety net in order to reduce vulnerability to future famines.

Australia's aim in the negotiations is to improve the treatment of the land sector in the long- term, rather than develop short-term solutions to problems generated by the current rules. Housing Policy is being drafted with the long term vision, which aims at securing that every Cambodian citizen will have an appropriate accommodation for their stay and living. (...) The Implementation of Legal Reform and the Court: There are programmes that have been established by the Council for Legal Reform for the Courts for the implementation, including the programme activities for a short period (2 years) for medium term (3 years) and for a long term. The Council for Legal and justice A/HRC/15/G/5 GE. 10-16462 5 Reform clearly identifies the priorities and the challenges that need to be addressed in the strategic policy of the government in order to further respond to the urgent need for the country at this stage of development. (...) Conclusion: It has been a long way for Cambodia to gain peace and stability and to achieve remarkable success in economic and social development along with the process of building a democracy where human rights are one of core elements of it.
