While the Albanian population is ageing rapidly, Albania is facing an imminent challenge to ensure the access to affordable and quality long-term care services for all the elderly in need. Within the framework of the Joint UN Programme “Strategic policy options for SDG financing”, the ILO has conducted a policy study on the long-term care services for the elderly. This report presents the estimate of the future demand of long-term care, reviews the current provision of long-term care services, and discusses key issues in the long-term care policy in Albania.

Throughout the sample period, the share of the long-term unemployed (12 months or greater) in the total is quite high.
In 2002, short-term unemployment was 5.0 per cent, long-term unemployment was 4.1 per cent and total unemployment was 9.1 per cent.

But behind these proximate causes, there are some fundamental structural issues which resulted in international failures in long-term care, including: low political priority for long-term care; fragmented systems with responsibilities split between different government departments and levels; failures in health/long-term care coordination; weak regulatory oversight; lack of recognition of human rights; and under-recognition of care staff and the role and needs of unpaid carers.

This collective failure across the region reflects a number of systemic problems related to long-term care systems that have long been known but were not sufficiently addressed, and that the pandemic has brought painfully to attention. (...) Reforming long-term care systems to ensure ageing with dignity, and decent work for those involved in long-term care must be at the heart of these efforts.

Despite the ever increasing need for long-term financing , especially for infrastructure, the long timeframe necessary for many types of investments is outside the investment parameters of most, even for those considered to be ‘long-term investors.’
