States shall take appropriate measures to strengthen the resilience of peasants
and other people working in rural areas against natural disasters and other severe disruptions,
such as market failures.

shall recognize and protect the natural commons and their related systems of collective use
and management.
4. (...) States shall take measures aimed at the conservation and sustainable use of
land and other natural resources used in their production, including, among others, through
agroecology, and ensure the conditions for the regeneration of biological and other natural
capacities and cycles.

LETTER DATED 26 DECEMBER 2016 FROM THE PERMANENT REPRESENTATIVE OF AZERBAIJAN TO THE UNITED NATIONS OFFICE AT GENEVA ADDRESSED TO THE PRESIDENT OF THE HUMAN RIGHTS COUNCIL
In that resolution, the General Assembly
noted that damage to the environment in times of armed conflict impairs ecosystems and
natural resources long beyond the period of conflict, and recalled in particular Article 2,
paragraph 4, of the Charter of the United Nations, according to which all Member States
shall refrain from the threat or use of force against the territorial integrity of any State in
their international relations.
(...) The total area of special environmental protection in Azerbaijan covers 890,000
hectares of land, of which 42,997 hectares are currently under Armenian military
occupation, including 152 natural monuments, 5 geological objects, 2 nature reserves, 4
conservation areas and 7 lakes, with a wide range of plant and animal species. (...) In view of that urgent
humanitarian problem, the Assembly demanded from Armenia its immediate withdrawal
from the occupied territories of Azerbaijan and the cessation of using water resources as
tools of political influence or an instrument of pressure benefiting it.3
The environment is being severely damaged also as a result of the continuing barbaric
exploitation of natural resources in the occupied territories of Azerbaijan.

Bolivia is also frequently faced with natural disaster. Many people interviewed by the
Special Rapporteur suggested that Bolivia is increasingly affected by unpredictable natural
disasters as a result of climate change. (...) Natural gas and
oil production have been increasing. Bolivia produces about 355 billion cubic feet of natural gas
and has the second largest reserve of natural gas in South America, after Venezuela (with
reserves estimated at between 24 and 53 trillion cubic feet).22 More than 85 per cent of these
natural gas reserves are located in the department of Tarija, with a further 10.6 per cent in
Santa Cruz and 2.5 per cent in Cochabamba.

A municipal disaster management committee is in
charge of ensuring an integrated and uniform approach to disaster management, while
provincial-, atoll- and island-level disaster management committees have been assigned
coordination, monitoring, preparedness, response and awareness-raising roles, and can
receive claims and appeals emerging from a natural disaster.
21. While valuable for the purposes of establishing the roles and responsibilities of
Government actors and coordination mechanisms in situations of natural disasters, the
Special Rapporteur believes that the Bill should also provide a framework with regard to
potential internal displacement. (...) The Government of Maldives has embarked on a comprehensive framework and
action plan in terms of disaster risk reduction and other measures to prevent or minimize
damage resulting from natural disasters and the effects of climate change. (...) In this context, a decentralized policy
which enables island and atoll councils to better prevent and respond to natural disasters
and gives them responsibility for their local development could be a very positive step.
