B. (...) Indigenous peoples enjoy a certain degree of decision-making power with respect to
the preservation and development of the natural resources in their comarcas. In the case of
renewable resources, some of the laws governing indigenous comarcas contain provisions
authorizing the development of natural resources within their borders but only under certain
conditions, which include the mandatory preparation of impact studies and the obligation to
obtain the authorization of the indigenous authorities. (...) The situation has resulted in
the loss of large tracts of indigenous land and natural resources and the erosion of the
indigenous authorities’ decision-making powers and control over their lands.

8. There are natural areas of dangerous zoonoses in the territory of Russia and neighboring
countries. It is known that precisely the zoonoses represent about 90% of all infections in the
world associated with the “new”, earlier unknown, and “recurrent” pathogens which increase
from year to year. The natural areas of zoonoses may serve as natural “bioreactors” for
manifestations of communicable disease agents since they constitute continuous threat of
infection for humans and the outbreaks of epidemics.

The country is significantly impacted by natural disasters and the effects of
climate change. (...) MOSSP further works to address potential displacement related to natural dis-
asters, and implements disaster relief and rehabilitation programmes, through the
distribution of food and emergency shelter. (...) Other key actors responsible for responding to
natural disasters include the Kenya Red Cross Society, the Crisis Response Centre
and the Interim Coordinating Secretariat within the Office of the Prime Minister,
which also responds to forest evictions.25

The Government is currently developing an Indigenous Planning
Framework for the Western Kenya Community-Driven Development and Flood Mitigation
Project and the Natural Resource Management Project “to improve social welfare, enhance
living standards and promote the sustainable use of water, land, forests and other natural
resources through support of small-scale initiatives among the Ogiek and Sengwer. (...) The conservation of wildlife and the preservation of natural parks are considered
high priority for the country, and this has involved separating indigenous people from the
wildlife and the forests. (...) The growth of the tourist industry in connection with the establishment of protected natural
areas has created additional problems for these communities.

impunity and inadequate access to justice, are fundamental problems that leave them totally
defenceless in the face of acts of violence by various parties. (...) Representatives of the indigenous peoples said that receiving title
to their lands did not lead to a recognition of their right to manage their natural resources.
44. Government representatives stated that various international donors had expressed
interest in supporting programmes to strengthen indigenous governments and their
management of their lands and natural resources.

Recommendation 2:
The Ministry of Ecology and Natural Resources, in cooperation with the Ministry of Health and
Social Protection, the Ministry of Agriculture and Food Industry, the National Bureau of
Statistics, the Agency for Forestry “Moldsilva”, the State Water Concern “Apele Moldovei”, the
Agency for Geology “AGeoM” and other institutions concerned, should review the
achievements and failures in the implementation of the 1998 Regulation on Establishing of an
Integrated Environmental Monitoring System. (...) They
cover ambient environmental quality, state of natural resources like soils, forests and wildlife,
and pollution emissions and discharges. The Ministry of Ecology and Natural Resources
(MENR) plays a key role in environmental observations and data collection.
