In addition, international agencies and organizations were excluded from the planning process in many provinces and there were concerns that displaced populations were being used by the Government as part of its political and military strategy. 51. (...) It would also be useful if article 2 of the decree could be resorted to in the event of conflicting security assessments of specific sites by the authorities and humanitarian organizations. In this connection, it is regrettable that the norms provide only that humanitarian organizations “may” rather than “shall” be invited to assess security conditions at resettlement sites. 53.

Some artists and civil society organizations also reported on at least one case of the director of a cultural institution being fired for hosting alternative cultural programmes. (...) This mirrors the historical practice of sometimes shared protection and repair of heritage sites in the region, which reflected coexistence. One positive current example was the organization of joint events by a civil society group in Mitrovica/Mitrovicë, with people of mixed backgrounds to visit each other’s sites of cultural significance.

En outre, il convient de soutenir et de renforcer les activités importantes que consacrent les organisations non gouvernementales locales aux personnes déplacées, en particulier en dehors de la capitale, ainsi qu'en Abkhazie et en Ossétie du Sud, sachant notamment que la société civile est l'un des plus grands atouts de la Géorgie et que les organisations non gouvernementales peuvent contribuer considérablement à la dépolitisation du problème des personnes déplacées.
