“The Ministry of Finance and Public Credit, having consulted the National
Insurance and Bonding Commission, shall prescribe general regulations for the
purpose of establishing measures and procedures to prevent and detect transactions
and operations in insurance institutions and mutual insurance companies that may
fall within the scope of article 400 bis of the Criminal Code for the Federal District
in Ordinary Matters and for the Whole Republic in Federal Matters, including the
requirement to submit to the Ministry, through the aforementioned Commission,
periodic reports on the operations and activities that they undertake with their
contractors, policyholders, beneficiaries and other users of their services, in respect
of the sums and within the conditions laid down in the said general regulations.

Women asked for safety measures, sidewalks, pedestrian crossings, and rural
and inter-urban roads, while men were interested in high-speed routes;
(b) The National Health Fund (FONASA)25 found that the practice of providing
membership cards only to the principal policyholders, who are usually men, led to
difficulties in obtaining health-care services for family members, a task usually carried out
by women (especially in the case of separated or estranged couples with children).
