The Working Group has stressed that the State, or any other authority, should not undertake the process of identification of the remains, and should not dispose of those remains, without the full participation of the family and without fully informing the general public of such measures. (...) It is of the utmost importance that Albanian law enforcement officials, judges and lawyers representing victims, who are not familiar with conducting and participating in investigations, prosecutions and trials of crimes of enforced disappearance, are properly trained in the applicable international standards and learn about the specificity of these crimes and about investigative and judicial practices.

Participants should include those working in the judiciary especially sign language interpreters, as well for those who carry out court orders or deal with court proceedings.  Properly monitor access to justice of persons with disabilities at the national level down to the barangay (villages) level and to require case disaggregated data involving persons with disabilities in all institutions performing judicial and quasi-judicial functions
