Many authorities refuse to register disappearances within the first 72 hours after the event. (...) The procedures used to identify the remains from the graves reveal various shortcomings, such as the shortage of professional forensic teams to identify bodies properly, problems with notifying relatives, and exchanging information with other databases, and poorly kept burial records in municipal cemeteries. 51.

This, together with the lack of reporting to the Committee on the Elimination of Discrimination against Women and other treaty bodies, makes it very difficult to properly assess the situation and hold the authorities accountable with respect to compliance with international human rights standards related to non-discrimination against women and gender equality. 29. (...) Comprehensive sexuality education is not properly integrated into school curricula in Malaysia. (...) However, health information is not always accessible in a culturally appropriate manner to the indigenous communities, and they are not always properly informed about or involved in public health decisions that affect them.

In many schools, toilets do not function properly due to the lack of water to flush away waste. (...) Such systems potentially protect those living in the most vulnerable situations against unaffordable bills, if properly implemented. 39. In many of the communities the Special Rapporteur visited, residents expressed their concerns regarding high or unaffordable bills for poor services that do not meet their needs. (...) A/HRC/36/45/Add.2 13 GE.17-13078 examples of cases in which such systems are poorly supported and consequently they cease to function properly, leaving communities to return to potentially unsafe water sources and poor sanitation practices. 46.

This is particularly the case for Economic, Social and Cultural rights, which are not properly provided for in existing Irish law. We welcome the Special Rapporteur’s recommendations regarding the merger of the Irish Human Rights Commission with the Equality Authority; namely that the merger “must be accompanied by measures to ensure that the independence and active engagement of the body is maintained, particularly with respect to the appointment of Commissioners and the recruitment of staff, and the budgetary resources are increased to pre-budgetary adjustment levels.”

Civil society and journalist representatives indicated that common targets are allegedly journalists investigating issues such as organized crime or alleged links between organized crime and the authorities.4 Reports have also underlined that many attacks have not been properly investigated. On the other hand, the authorities tended to relate most of these events to ordinary criminal reactions to the media coverage.5 24. (...) In order to rightfully analyse and evaluate the realities of our history, it is necessary to properly assess the events that led to the January 20 tragedy.

Because of the difference of opinion, the Consultative Group could not adopt recognized decision making process applicable to the Council and its subsidiary bodies. The CG is a properly constituted subsidiary mechanism of the Human Rights Council and therefore the Council Rules of Procedure should apply to the CG.
