Properly balancing freedom of expression and the prohibition of incitement to hatred is no simple task. (...) The Office of the High Commissioner for Human Rights (OHCHR) should be properly resourced to adequately support the international expert mechanisms working to protect freedom of expression and freedom of religion, and prevent incitement to hatred and A/HRC/22/17/Add.4 GE.13-10146 14 discrimination and on related topics.
