Looking at a select group of screening data from the Asia Pacific
Region for the period of 2007-2011, it is clear where some of the most significant problems
lie:
• 37.7% had obvious untreated tooth decay
• 43.0% had obvious gingival infection
• 45.9% had preventable/treatable skin/nail conditions of feet or ankles
• 46.1% had never had an eye exam
• 32.1% failed pure tone hearing screening
• 15.9% had low bone density
• 41.4% of adults were either overweight or obese
Many UN Treaty bodies and NHRI’s are aware that States are not collecting the sort of data
on people with disability that is needed to properly monitor compliance with the CRPD.
They could make good use of the Special Olympics data for a significant population of
people with disability, especially in the absence of other large and valid data sets.

Children’s Advocate would be a decentralized body attached to the Ministry of Justice and
Human Rights with a mandate to encourage the creation of local comprehensive care pro-
grammes for children, especially for those whose rights have been violated.

She wishes to recall the importance of ensuring that courts are
adequately resourced so that they are able to function properly and uphold the principles of
independence, impartiality, integrity, propriety, equality, competence and diligence. (...) Other elements equally
essential for the adequate functioning of the specialized courts include: allocating
appropriate human and financial resources; underpinning the selection and appointment of
specialized judges with the principle of transparency through appropriate safeguards against
judicial appointments for improper motives; and defining properly the scope and internal
organization of the specialized courts and prosecution offices. (...) The CVM reported weaknesses in the collection of evidence, in the protection of
witnesses, and in investigative strategies, and highlighted that those deficiencies have yet to
be properly analysed. In this regard, the Special Rapporteur concurs with the CVM
recommendation to reform the management and structures of and the cooperation between
the judiciary and other investigative bodies, including the police.

dispose of wastewater” (art. 2). By the same decree, water and wastewater utilities at
the governorate level were transformed into subsidiaries of the Holding Company
(art. 3).

establishing the responsibility of the 2012 to 2015 plenary legislative assembly for failing
in its duty to adopt legislative measures to give effect to and properly to guarantee the
exercise of, and to adapt domestic legislation to the requirements deriving from
international law and for failing to comply with the repeated calls from the Office in that
respect.8

The Human Rights Committee, in its general comment No. 6 (1982) on the right to life,
stressed that the expression “inherent right to life” could not be properly understood in a
restrictive manner, and that the protection of that right required States to adopt positive measures
to reduce infant mortality, to increase life expectancy and eliminate malnutrition and epidemics.
