The right to life cannot be properly secured without a strong national institutional framework; strengthening in this regard is to be commended. (...) The first decree (No. 135) established the National Holding Company for Potable Water and Wastewater Projects under the Ministry of Housing, Utilities, and Urban Communities, with the mandate to “purify, desalinate, convey, distribute, and sell potable water, and collect, treat and safely dispose of wastewater” (art. 2).
