4. To properly consider Section 7 of the Public Order Act, it is necessary to have
regard to the policy objectives for the Public Order (Amendment) Act 2017, which, among
other things, amended Section 7 to clarify that the Commissioner of Police may refuse to
grant a permit for a public assembly or public procession if there is reasonable ground to
believe that the proposed event may be directed towards a political end and is organised by
or involves the participation of non-Singapore citizens or entities.

increased by 182 in 2006 to 1,230 in 2008, 1,791 in 2009 and 1,415 in 2010. (...) “Platform Mexico” has not been used to prevent enforced disappearances or
determine the fate or whereabouts of the victims of enforced disappearances, to locate
potential unmarked graves or to fully and properly identify the bodies found in them.
47. Many authorities refuse to register disappearances within the first 72 hours after the
event. (...) The procedures used to identify the remains from the graves reveal various
shortcomings, such as the shortage of professional forensic teams to identify bodies
properly, problems with notifying relatives, and exchanging information with other
databases, and poorly kept burial records in municipal cemeteries.

In many schools, toilets do not function properly due to
the lack of water to flush away waste. (...) Local communities in
areas affected by contamination of water sources expressed their frustration that their
complaints go unanswered, that they are not properly consulted prior to the project design
and implementation and that their right to water seems to be a low priority for the relevant
authorities and private bodies. (...) Such systems potentially protect those living in the most
vulnerable situations against unaffordable bills, if properly implemented.
39. In many of the communities the Special Rapporteur visited, residents expressed their
concerns regarding high or unaffordable bills for poor services that do not meet their needs.

plusieurs sources que cette Commission comprendrait 20 membres (huit Congolais dont le
procureur de la Cour d'ordre militaire (COM) et quatre représentants désignés par la Namibie,
l'Angola et le Zimbabwe). Cette Commission dispose de très vastes pouvoirs dont celui d'arrêter,
d'interroger et de perquisitionner, en violation de plusieurs dispositions internationales relatives
aux droits de l'homme. (...) "Elle a été
nommée illégalement par le général ougandais Kazini qui, juridiquement, ne dispose d'aucune
prérogative dans ce sens" ont précisé plusieurs sources.
