PPRC DRAFT   CONCLUSION  3/5  Actions for ATFM  Implementation in the  SAM Region  That, States of the SAM Region:    a)  replicate at local level, the ATFM training obtained by their experts in  courses under the auspices of RLA/06/901 Project,  in order to  increase ATFM  training of their specialized personnel;     b)  avoid  the  implementation  of  ATFM measures  affecting  users  and  having  an  impact  on  safety,  mainly  those  administrations  not  having  established the units to strategically manage flow control measures;    c)  introduce  in  their  bilateral  Letters  of  Agreement  the  appropriate  procedures  to  regulate  strategical  application  of  these  measures,  avoiding  their impact on efficiency and safety;     d)  implement as soon as possible, Flow Management Positions (FMP) or  Units (FMU), in order to avoid capacity‐demand imbalance, even by scheduled  or unforeseen events; and    e)  present  to  the  PPRC/4  meeting  actions  performed  according  to  preceding paragraphs.  PPRC DRAFT  DECISION 3/6  Establishment of a  Working Group to  Obtain better AMHS  Operational Use  That,  in  order  to  exploit  AMHS  potentialities  and  take  advantage  of  its  operational use:    a)  a  working  group  is  formed  by  Brazil,  Dominican  Republic,  United  States and D Programme coordinators in the CAR and SAM Regions for ground‐  ground and air‐ground communications infrastructure;     b)  the  working  group  will  work  through  virtual  meetings  and  will  prepare a strategy to ensure AMHS operational use, providing it to the Region  disposal as soon as practicable.

International Civil Aviation Organization SAM/AIM/5-WP/10 South American Regional Office 19/06/13 Fifth Multilateral Meeting of the SAM Region for the Transition of AIS to AIM (SAM/AIM/5) (Lima, Peru, from 22 to 26 July 2013) Agenda Item 5: Other business EXCHANGE OF INTEGRATED AERONAUTICAL INFORMATION PACKAGE (IAIP) AMONG SAM REGION STATES (Presented by Chile) SUMMARY The objective of this working paper is allowing for the exchange of the Integrated Aeronautical Information Package (IAIP) among SAM Region member States by using Internet instead of paper format. (...) The standards and recommended practices for the Aeronautical Information Services were adopted initially by the Council on May 15, 1953, pursuant to provisions of Article 37 of the Convention on International Civil Aviation (Chicago 1944), and were designated as Annex 15 to the Convention. 1.2 In this respect, Recommendation 3.3.5 of Annex 15 reads as follows: “One copy of each of the elements of the Integrated Aeronautical Information Package, in paper or electronic form or both, that have been requested by the aeronautical information service of an ICAO Contracting State shall be made available by the originating State in the mutually-agreed form(s), without charge, even where authority for publication/storage and distribution has been delegated to a commercial agency”. 1.3 On the other hand, Recommendation 3.3.6 says: “The exchange of more than one copy of the elements of the Integrated Aeronautical Information Package and other air navigation documents, including those containing air navigation legislation and regulations, whether in paper and/or electronic form, should be subject to bilateral agreement between ICAO Contracting States”. SAM/AIM/5-WP/10 - 2 - 2 Subject 2.1 Annex 15 Chapter 4. (...) This is the moment for the meeting to consider Internet as the electronic means of exchange of aeronautical information among SAM Region States, since the majority has a web site, thus allowing to: a) Obtain updated data/information in real time; b) Reduce the number of paper format publications; c) Contribute to environment protection by reducing the use of paper. 3.2 Notwithstanding paragraph 3.1, it is requested to maintain the exchange of at least one (1) copy in paper format with those States of the SAM Region that have not yet implemented the AIP, SUP AIP and AIC in digital format, awaiting that those who have not done it yet may materialize it as soon as possible. 4.

INTRODUCTION: 1.1 SATMA, as monitoring Agency, was committed by SAT group to conduct studies and required Assessments to analyse the conditions for the Safety application of RVSM-and RNP10 in EUR/SAM Corridor. The EUR/SAM corridor became an RVSM-RNP10 area in January 2002 after an initial Safety Assessment. 1.2 It became mandatory to perform and present periodically an RVSM RNP-10 Post- Implementation Analysis about the situation in the EUR/SAM Corridor in order to ensure that critical parameters stay between safe figures and that required Target Level of Safety keeps below allowed figures. 2. Under this point of view, it becomes essential to reinforce LHD investigations in order to minimize those conservative values. 2.2.3 EUR/SAM airspace new concept introduces new challenges for the next years, not only in operations and procedures, but also in assessment. It is helpful for SATMA to receive traffic data it as soon as it is available, so a monthly basis deliver (similar to LHD) would be appropriate. 2019 Traffic Data received later than 31 December 2018 will be no be included in the Study.

INTRODUCTION: 1.1 SATMA, as monitoring Agency, was committed by SAT group to conduct studies and required Assessments to analyze the conditions for the Safety application of RVSM-and RNP10 in EUR/SAM Corridor. The EUR/SAM corridor became an RVSM-RNP10 area in January 2002 after an initial Safety Assessment. 1.2 Following RMA functions established by ICAO, SATMA has been performing required periodical Risk Assessment for the Region since RVSM/RNP10 was emplaced in EUR/SAM corridor. 1.3 As a matter of interest, a new recommendation has been emplaced by RMAs group in order to initiate surveys to pursue any aircraft that might fly RVSM space without the given certification. Further considerations regarding that issue will be on the table at time of PBCS implementation, as ADS-C (RSP180) brings a higher surveillance precision that may help to revise some LHD considerations. 2.1.1 2017 EUR/SAM Corridor Safety assessment report will available in www.satmasat.com LHD MONITORING TEAM 2.2 Lack of information is the worst enemy for Collision Risk Model, the model adopted by ICAO for EUR/SAM RVSM/RNP10 Safety Assessments. Conclusion 20/05: Provision of LHD information and causes That, To ensure that the outcome of Safety Assessment that are based on the Collision Risk Model conducted for the EUR/SAM region is more representative of the prevalent risks, EUR/ SAM States/ANSPs are urged to http://www.satmasat.com/ SAT/23 – WP/05 06/06/2018 3 provide all available information related to Large Height Deviations including their duration and causes to SATMA. 2017/2018 DATA SET REQUIREMENTS 2.4 2017 EUR/SAM Corridor Safety Assessment was performed including traffic data regarding JANUARY TO JUNE 2017, and all year LHD. 2.4.1 For 2018 Safety Assessment States should send traffic data and LHD reports, as always.

INTRODUCTION 1-1 The purpose of the SATISFIED project is to assess and try the feasibility of implementing flexible optimized oceanic flexible routes through the EUR/SAM corridor.The trials are being performed by Iberia and AirEuropa aircrafts connecting Europe to South America. 1-2 The first flight carried out by an Airbus A346 of Iberia took place on Wednesday May 8 th , 2013, from Madrid to Buenos Aires. DISCUSSION 2-1 It should be pointed out that these SATISFIED itineraries overlap with the UN866, a unidirectional northbound track, increasing thus the ATCs workload. 2-2 The flight plans with the different waypoints to be followed, have to be sent earlier so as to reach us as soon as possible, to be processed and integrated in our automatic system. 2-3 Those flights have to comply with the table of flight level allocation scheme applicable in the EUR/SAM Corridor. 2-4 The flight levels and speeds should be mentioned in the SATISFIED flight plans. 2-5 We recommend that these trial operations to be carried out, for the time being only during less busy hours, in the EUR/SAM corridor. 3.
