The applicant for the national Certificate for Operator of Small Craft and the
International Certificate for Operators of Pleasure Craft of the I class (inland waterways) shall show
knowledge of navigation rules, fundamentals of the vessels’ construction, theory of sailing yacht
navigation, sailing technique and fundamentals of hygiene. (...) The Irish Sailing Association (ISA), International Yacht Training
(IYT) and the Irish Waterski and Wakeboard Federation (IWWF) have been appointed approved
bodies for the issuing of the International Certificate for Operators of Pleasure Craft (ICC) on behalf
of the Department of Transport. (...) (a) The Maritime and Coastguard Agency (MCA) is the competent authority for
authorization of ICC’s. The Royal Yachting Association, British Waterski and Waterboard
Association, Internatioal Yachtmaster Training, and British Sub Aqua Club are the appointed
United Kingdom authority to examine candidates and issue the certificates in accordance with
annex 2 of Resolution No. 40.

On global consensus on IFFs Conceptually, there is broad agreement on what constitutes IFFs
All definitions converge on IFFs characterized as: Cross-border flows Flows that violate the law per origin (acquisition), transfer, and use
(concealment, financing of illegal activities, …) There are some exceptions: For example, whether “Tax Avoidance”
is/should be considered as IFFs Key reason of lack of consensus is diversity in focus: the Story
of the Elephant and the Blind Men On which ‘post’ is the light shining: Type of activity (i.e., predicate
