HUMAN RIGHTS SITUATION IN PALESTINE AND OTHER OCCUPIED ARAB TERRITORIES :WRITTEN SUBMISSION BY THE STATE OF PALESTINE: INDEPENDENT COMMISSION FOR HUMAN RIGHTS : NOTE / BY THE SECRETARIAT
This reflects a critical shortage in power supply and
supply hours, a matter that had a negative effect on the ability of the strip residents to
access their basic rights under difficult and inhuman health conditions that they suffer.
(...) The siege also limited the ability of the duty bearers from ensuring the right to
health, in addition to their ability to overcome the weakness of the health sector because of
the siege.
(...) These collective punishment tools have
implications on the ability of Gaza Strip residents to enjoy all human rights.

Instead, it requires the ability to cope
with and solve them in a peaceful
manner, and the best way to do this is
mediation. (...) However, what is
lacking is not the methods or the ability
to detect the looming crises, but the
political will, intention and the skills to
prevent conflicts. (...) They frequently have a
particular ability to bring together their

CIVIL SOCIETY PARTICIPATION IN THE IMPLEMENTATION OF THE 2030 AGENDA FOR SUSTAINABLE DEVELOPMENT : REPORT OF THE SPECIAL RAPPORTEUR ON THE RIGHTS TO FREEDOM OF PEACEFUL ASSEMBLY AND OF ASSOCIATION
Associations in every form, whether registered or unregistered, formal or informal,
in the sphere of service delivery, advocacy or oversight, should be able to freely conduct
their activities as independent actors in order to effectively represent the needs and
aspirations of their constituents or beneficiaries.
15. The ability of associations to freely conduct their activities includes the ability to
regulate their own governance without external interference, the enjoyment of the freedom
of expression and opinion, as well as the right to access information and the ability to
exercise those rights online or offline. (...) Enhancing the autonomy of civil society organizations more broadly would
encourage the ability of such organizations to prioritize the representation of community
needs more effectively.
6. (...) Full participation depends on the ability of civil society actors to move freely,
including in leaving or entering a country and moving within their own country.

Added to
the above, a set of arbitrary policies and practices designed to undermine the ability of
Palestinians for exercising their right to self-determination. (...) Added to the above,
undermining the ability of the Palestinians to exercise their right to self-determination on
their own land, undermining the possibility of a two-state solution in a way that undermines
peace and security in the occupied Palestinian territory, and undermines the possibilities of
a just and comprehensive settlement of the Palestinian cause.
6. (...) We also hope for the different states to take practical measures in this
regard, in addition to trying to limit the ability of the occupation state to further commit
human rights violations and deter it, by means of international isolation.

PROMOTION AND PROTECTION OF ALL HUMAN RIGHTS, CIVIL, POLITICAL, ECONOMIC, SOCIAL AND CULTURAL RIGHTS, INCLUDING THE RIGHT TO DEVELOPMENT : INFORMATION PRESENTED BY THE MALAWI HUMAN RIGHTS COMMISSION : NOTE / BY THE SECRETARIAT
This
poses challenges in mainstreaming human rights in development processes as effectively as
the knowledge gap limits peoples’ ability to participate in development processes and press
for accountability from duty bearers. (...) This in turn has led to negative consequences for the ability of
people to fully participate and or benefit from such programmes and to demand
accountability.

duties efficiently and effectively:
(a) Current Security Council composition. (...) In the past, this has hampered its ability to make optimal
