The United States does not, in any event, accept Antigua's proposed distinction between "sports" and "non-sports" gambling and betting. (...) With respect to the application of the Wire Act, the Travel Act and the IGBA to the provision of sports-related gambling and betting services, Antigua accepts that legislative action will be necessary for the United States to implement the recommendations and rulings of the DSB. (...) As regards the supply of "other sports-related" gambling and betting services, Antigua accepts that legislative change will be necessary in order to clarify whether and how the Wire Act, the Travel Act and the IGBA apply to these activities.

The addendum also reiterated Antigua and Barbuda's claim that a prohibition on the cross-border supply of gambling and betting services results from the cumulative application of the measures listed in the Annex. (...) As to whether these measures do, in fact, affect cross-border trade in gambling and betting services, this is to be answered during the Panel's proceedings and cannot, in our opinion, be the subject of a preliminary ruling at this early stage.

After listing hundreds of statutory provisions, and other items, as possibly being among the challenged measures in its panel request, Antigua states that, in its view, "[t]he subject of this dispute is the total prohibition on the cross‑border supply of gambling and betting services ." While appearing to accept that this "total prohibition" is comprised of particular "laws or regulations," Antigua has neither quoted, attached, nor argued the meaning of any such law or regulation.

* Sent to the parties on 29 October 2003. (...) The Panel request reiterates the claim made in Antigua and Barbuda's request for consultations that the laws referred to in Sections I and II of the Annex have the effect of prohibiting all supply of gambling and betting services from outside the United States to consumers in the United States. (...) Although it may be difficult at this stage to understand why Antigua and Barbuda is challenging such penal laws and how they violate the GATS, it is conceptually possible that these measures are measures affecting cross-border trade in gambling and betting services within the meaning of the GATS. In any event, the Panel notes that Antigua and Barbuda stated in its Panel request that "the measures listed in the Annex only come within the scope of this dispute to the extent that these measures prevent or can prevent operators from Antigua and Barbuda from lawfully offering gambling and betting services in the United States under conditions of competition compatible with the United States' obligations."32 As to whether these measures do, in fact, affect cross-border trade in gambling and betting services, this is to be answered during the Panel's proceedings and cannot, in our opinion, be the subject of a preliminary ruling at this early stage.

Bet on ‘green economy’, Guterres urges world leaders, bestowing top UN award on Indian PM
3 October 2018
SDGs
United Nations Secretary-General António Guterres on Wednesday conferred the Organization’s highest environmental honour on India’s Prime Minister, recognizing Narendra Modi’s efforts against climate change and pollution.
(...) Technology is on our side. Those that will bet on the grey economy will have a grey future, and those that, like in India, are betting on the green economy will have a dominant role in the global economy in the decades to come,” said the Secretary-General.
Prime Minister Modi, in accepting the award, said that he was doing so on behalf of millions of Indians “who protect the environment each day.”

On 21 March 2003, Antigua and Barbuda requested consultations with the US regarding measures applied by central, regional and local authorities in the US which affect the cross-border supply of gambling and betting services. Antigua and Barbuda considered that the cumulative impact of the US measures is to prevent the supply of gambling and betting services from another WTO Member to the United States on a cross-border basis.
(...) The Panel found that:
The GATS Schedule of the United States has been interpreted to include specific commitments for gambling and betting services under the sub-sector entitled “Other Recreational Services (except sporting)”;
Three US federal laws (the Wire Act, the Travel Act and the Illegal Gambling Business Act) and the provisions of four US state laws (those of Louisiana, Massachusetts, South Dakota and Utah) on their face, prohibit one, several or all means of delivery included in mode 1 of GATS (i.e. cross-border supply), contrary to the United States’ specific market access commitments for gambling and betting services for mode 1. (...) The Appellate Body:
upheld the Panel’s finding that an alleged “total prohibition” on the cross-border supply of gambling and betting services cannot, in and of itself, constitute a “measure” subject to dispute settlement under the GATS;
found that the Panel should not have ruled on claims advanced by Antigua with respect to eight state laws of the United States, as to which Antigua had not made a prima facie case of inconsistency with the GATS;
upheld the Panel’s finding, albeit for different reasons, that the United States’ Schedule includes a commitment to grant full market access in gambling and betting services.
