The Azerbaijani military aggression of September-November 2020 was accompanied by organized intensively hate speech and animosity against ethnic Armenians (Armenophobia) enjoying state support in this country. (...) CONCLUSION Taking into account all the above-mentioned evidence, it is clear that the military attacks by the Azerbaijani armed forces are accompanied by widespread hate speech against the ethnic Armenians through mass media, especially by social media platforms. (...) There is a clear need to take urgent and effective measures, which will stop and prevent this appalling phenomenon. It is being accompanied with violation of international requirements and is a real threat to information security and peace in the whole region.

They were accompanied by two vehicles and eight soldiers, who spread out along the perimeter and took up combat positions. (...) At 1630 hours, the bulldozer was taken back to the northern part of the occupied town of Ghajar and left there. 1000 In the vicinity of Shahl, opposite observation point OP2 of the Indian contingent of UNIFIL, enemy personnel used a crane to install metal sheets in the shape of stairs atop some steel posts. They were accompanied by a Merkava tank and eight soldiers, who spread out in the area and took up combat positions.

The Azerbaijani air and artillery strikes keep the civilian population of Artsakh and Armenia under constant shelling which is accompanied with an immense volume of hate speech against ethnic Armenians. (...) From the first days of the war the dissemination of hatred against Armenians and calls for cruel treatment and killings have become even more coordinated culminating into excessively dangerous volumes. Accompanied with explicit violations of international commitments, such policy is a real threat to the peace in the whole region. (...) The Azerbaijani army members’ behavior is accompanied with hate speech. The captives were bound and draped in Armenian flags during the execution.

It is not sufficient to accede to the Convention and approve its laws and necessary regulation, if this is not accompanied by budgetary, educational and operational measures, with the participation of all the national actors, that are considered necessary for the full achievement of the objectives of the Convention.
