The main issue for decision is whether the Applicant, in responding to the relevant question on his PHP that he had obtained a “Certificate/Diploma” from a University/Tertiary institution with the title “Master’s Degree, Diploma in Economics”, failed to indicate that he possessed a first level university degree, as required by JO 50523.
