Within these limits 1 believe that 1 am not violat- ing the rules governing the election of particular candidates to particular United Nations bodies. 1 merely wish to point out that if 1 am to be interrupted during my remarks 1 am entitIed to expect that the President had authority enough to interrupt the previous speaker too. 1 have already grown accustomed to the sound of the President's gave1, but for sorne reason or other it sounds only when 1 am speaking and is silent during the speeches of other delegations.

EUROPEAN CONVENTION ON INTERNATIONAL COMMERCIAL ARBITRATION : DRAFT SET OF FINAL CLAUSES SUBMITTED BY THE SECRETARIAT
Several delegations accordingly felt apprehensive at the possibility that the President of the competent Chamber of Commerce, who would normally be the President of the Chamber of Commerce of the respondent's country, might, in the case of an "open" arbitration agreement, impose the methods in use in his country rather than those which the claimant preferred and to which he was accustomed. 8. It was pointed out, however, in reply to these objections, that the system itself contained the necessary remedy, because the President of the Chamber of Commerce of the respondent's country, when acting in a specific case, could not ignore the possibility that nationals of his country might be claimants in other cases; this would be sufficient to induce the various presidents, called upon to exercise their powers under the European Convention on International Commercial Arbitration, to act with all the impartiality possible and desirable.

The establishment of the Federation's independence as a fully self-governing member of the Commonwealth of Nations constitutes yet another tribute to the wise policies and skilful administration of the United Kingdom.
