PROMOTION AND PROTECTION OF HUMAN RIGHTS :HUMAN RIGHTS DEFENDERS : REPORT : ADDENDUM / SUBMITTED BY THE SPECIAL REPRESENTATIVE OF THE SECRETARY-GENERAL ON HUMAN RIGHTS DEFENDERS, HINA JILANI
In particular, the seventh package strengthened the amendments made by the first package to article 7 of this law concerning “aiding and abetting a terrorist organization” by inserting a restriction to “incitement to resorting to violence or other terrorist means”. (...) Moreover, in 2003, information thereby gathered continued to be used as the basis for legal proceedings against NGO members. 3. Monitoring of NGO activities 71. Defenders’ activities continue to be closely monitored by State authorities. (...) By law, NGOs can only conduct activities foreseen in their statute. Nearly all defenders have reported encountering obstacles in carrying out some of their activities because the police or the Department of Association decided they were outside of their mandate.

LETTER DATED 7 OCTOBER 2020 FROM THE PERMANENT REPRESENTATIVE OF MALAWI TO THE UNITED NATIONS ADDRESSED TO THE SECRETARY-GENERAL
We recall the “Statement dated 28 April 2020 of the Group of LDCs on the coronavirus disease (COVID-19): burgeoning challenges and a global stimulus package for the least developed countries” contained in document A/74/843 dated 7 May 2020. (...) We urge the Secretary-General and the Deputy Secretary-General of the United Nations to take the lead in the implementation of the stimulus package for the least developed countries; 7. (...) While debt suspension is a vital immediate measure, a full and comprehensive debt relief package is immediately needed. We therefore call upon development partners to take effective measures to cancel all multilateral and bilateral debts owed by all least developed countries to creditors, both public and private, and to arrange debt standstill and debt swaps until the debt cancellation is fully realized.

REPORT OF THE WORKING GROUP ON ARBITRARY DETENTION : ADDENDUM
In the past seven years, Italy introduced new legislation, including provisions criminalizing various forms of support to terrorist activities, to effectively fight international terrorism. (...) The offences successfully charged go from production of false identity documents in support of the activities of a terrorist organization to organizing and participating in such an organization. (...) This approach is embodied in the so-called “security package” adopted by the Cabinet in May 2008. The “security package” consists of numerous provisions, regarding both criminal justice and immigration laws, some of them already enshrined in law, others currently before parliament. 59.

FOLLOW-UP ON THE VISITS TO BURUNDI, THE UNITED KINGDOM OF GREAT BRITAIN AND NORTHERN IRELAND AND SRI LANKA :REPORT OF THE SPECIAL RAPPORTEUR ON THE PROMOTION OF TRUTH, JUSTICE, REPARATION AND GUARANTEES OF NON-RECURRENCE, FABIÁN SALVIOLI
The “legacy package” would reportedly ban conflict-related prosecutions, preclude conflict-related investigations and inquests, end existing prosecutions and preclude victims’ civil claims, instituting a de facto amnesty. (...) The work has been delayed by the coronavirus disease (COVID-19) pandemic and may be thwarted by the new “legacy package”. The structural and systemic dimensions of violence and rights violations and abuses should be examined. (...) More should be done to strengthen independence and impartiality. The new “legacy package” will affect effectiveness by reportedly thwarting conflict-related investigations.
