Es interesante trazar un paralelo entre la forma en que Turquía cumplió esta resolución cuando fue formulada la primera vez y su actitud actual. Me limitaré a citar el informe presentado por Ud. Como he señalado repetidas veces, este método de financiación no es satisfactorio, y la situación tianciera actual con resnecto a la Fuerza confirma esta evalua- ción. 4 El costo de la Fuerza desde que 27 de marzo de 1964, hasta el 26 de fue creada, el marzo de 1968 [Textos originales en español, en francés y en inglés] [l8 de enero de 19681 se calcula que asciende en total a 85.045.000 dólares. Esta cantidad, de la cual 5.750.000 dólares repre- sentan los gastos necesarios para mantener la Fuerza aproximadamente en sus efectivos actuales durante el trimestre que expirará el 26 de marzo de 1968, incluye el costo de la repatriación final de los contingentes ylgrrtos de liquidación, que se calculan en 610.000 En estos cálculos no se incluyen los gastos que los gobiernos que proporcionan contingentes a la Fuerza han convenido en sufragar por su cuenta y que, para el trimestre que expirará el 26 de marzo de 1968, excederán de 1.400.000 dólares según cálculos de esos gobiernos (Australia, 93.075 dólares; Austria, 55.169 dólares; Canadá, 561.215 dólares, sin incluir los gastos por concepto de sueldos y subsidios norma- les; Dinamarca, 120.000 dólares; Irlanda, 260.500 d6lares; Reino Unido de Gran Bretaña e Irlanda del Norte, 325.000 dólares.

In para. 51 of the report the Special Rapporteur asserts that the almost total absence of official complaints raises suspicion that, in actual fact, there is no meaningful complaint mechanism in the country; on the contrary, it appears that most detainees refrain from filing complaints because they do not trust the system or are afraid of reprisals. In actual fact, the data regarding complaints alleging offences committed by officials of the penal correctional system, received in the past 5 years, is as follows: 2005 − 17; 2006 – 54; 2007 – 219; 2008 – 280; 2009 – 288. (...) The Special Rapporteur states in para. 68 that a major gap in this regard is the fact that the de facto apprehension and delivery to a police station is not recorded, which makes it impossible to establish whether the three hour maximum delay for the first stage of deprivation of liberty is respected. In actual fact, all delivered persons are registered in a special logbook.
