Gulf countries share around 15% of the global market for air conditioning, which presents a special challenge for the phase-out of ozone depleting substances. In addition, in high ambient temperatures, air conditioners do not last or perform as well as they do in cooler countries. This is because of the additional stress on the equipment to bridge the gap between cool indoor and high outdoor air temperatures. Leakage and energy efficiency are both significant problems.

SUMMARY OF THE INFORMATION SUBMITTED BY PARTIES ON THEIR IMPLEMENTATION OF PARAGRAPH 9 OF DECISION XIX/6 TO PROMOTE A TRANSITION FROM OZONE-DEPLETING SUBSTANCES THAT MINIMIZES ENVIRONMENTAL IMPACT (DECISION XXV/5, PARAGRAPH 3)
Austria has since 2008 prohibited the import and use of HFCs in new fixed air-conditioners
and freezers, including domestic refrigerators, freezers and mobile air-conditioners, allowing the
continued use of HFCs in refrigeration and cooling appliances for specific circumstances. (...) Under the United States Clean Air Act, any equipment used to recover or recycle HFC-134a
from motor vehicle air-conditioners must meet government standards and be tested by an approved
testing laboratory (Underwriters Laboratories or Intertek).
61. (...) Japan requires that only registered collectors perform the recovery of CFCs, HCFCs and
HFCs from commercial refrigerators and air-conditioners at the time of maintenance and disposal.

ISSUES FOR DISCUSSION BY AND INFORMATION FOR THE ATTENTION OF THE OPEN ENDED WORKING GROUP OF THE PARTIES TO THE MONTREAL PROTOCOL AT ITS FORTY-THIRD MEETING
As it has done for previous
reports, the task force has restricted the scope of the document mainly to room air conditioners and
self-contained commercial refrigeration equipment.
5. (...) While more than 50 per cent of the globally produced air-conditioning units now use
refrigerants with no ozone-depleting potential, in Article 5 parties locally produced room air
conditioners predominantly use HCFC-22 and remain relatively inefficient. (...) Lower-GWP refrigerants comprise: HFC-32, with a GWP of 675, already introduced in many
countries around the world as an energy-efficient lower-GWP refrigerant; blends involving low-GWP
HFCs, hydrofluoroolefins (HFOs), hydrochlorofluoroolefins (HCFOs) or iodofluorocarbon (IFC), with
GWPs ranging from 100 to 750 and varying degrees of flammability; and hydrocarbons (HCs), with
GWP ranging from 1 to 20, such as HC-290, with use currently limited to small-capacity room air
conditioners and portable or window air conditioners due to its higher flammability.

UPDATED SUMMARY OF THE INFORMATION SUBMITTED BY PARTIES ON THEIR IMPLEMENTATION OF PARAGRAPH 9 OF DECISION XIX/6 TO PROMOTE A TRANSITION FROM OZONE-DEPLETING SUBSTANCES THAT MINIMIZES ENVIRONMENTAL IMPACT (DECISION XXV/5, PARAGRAPH 3)
In Japan, requirements for the recovery and destruction of chlorofluorocarbons (CFCs),
HCFCs and HFCs from commercial refrigerators and air-conditioners are in place through its Act
Concerning the Recovery and Destruction of Fluorocarbons. (...) Since
2009 this rule has applied to all new vehicles that have been type-approved in the past. Since 2011,
mobile air-conditioners designed to use the above-mentioned gases have been completely banned for
new types of vehicles. (...) Austria has since 2008 prohibited the import and use of HFCs in new fixed air-conditioners

“OUT OF OIL AND GAS” PROGRAMME 2021 – DETAILS
4
Compared to the previous year, some funding criteria have been simplified and the funding offer made more attractive and uncomplicated:
The period between registration and application will be extended from 5 to 6 months (for "get out of oil and gas").
The maximum subsidy rate will be increased to 35 percent (for “get out of oil and gas”).
District heating connection fees can now also be subsidized.
During the comprehensive renovation, the technical criteria will be adapted to the standard of OIB-RL 6 or klima:aktiv 2020.
If renewable raw materials are used as insulation material, a surcharge of 50 percent can be granted on the respective maximum subsidy flat rate (renovation check in a one or two-family house).
Individual component renovation is funded again (renovation check in one or two-family house):
Submission of an overall renovation concept / energy certificate or energy advice is a requirement for funding.
maximum lump sum funding of 2,000 euros.

Municipality Sofia (Lead) together with other main Bulgarian cities
Motivated by high exceedances of EU Particulate Matter limit values in Bulgarian cities and an air quality integrated LIFE project in southern Poland
Includes new heating devices and additional air quality monitoring
November 2020 – start of changing heating devices eg in Ruse (overall 1468 households until 2024) and Veliko Tarnovo (overall 548 households until 2024)
The new heating devices may be one of the following types: pellet fireplace, pellet stove with water jacket, pellet boiler with water jacket, gas boiler, gas convector, steel panel radiators.
The dismantling of the old heating equipment using wood and coal, its removal from the home and transportation for recycling, are also provided to the households free of charge
In spite of generous conditions, some administrative challenges to promote swift uptake by housholds – comparable experience as in Austria (access to programmes must be as easy as possible, esp. for socially less favoured households)
