Gulf countries share around 15% of the global market for air conditioning, which presents a special challenge for the phase-out of ozone depleting substances. In addition, in high ambient temperatures, air conditioners do not last or perform as well as they do in cooler countries. This is because of the additional stress on the equipment to bridge the gap between cool indoor and high outdoor air temperatures. Leakage and energy efficiency are both significant problems.

Lower-GWP refrigerants comprise: HFC-32, with a GWP of 675, already introduced in many countries around the world as an energy-efficient lower-GWP refrigerant; blends involving low-GWP HFCs, hydrofluoroolefins (HFOs), hydrochlorofluoroolefins (HCFOs) or iodofluorocarbon (IFC), with GWPs ranging from 100 to 750 and varying degrees of flammability; and hydrocarbons (HCs), with GWP ranging from 1 to 20, such as HC-290, with use currently limited to small-capacity room air conditioners and portable or window air conditioners due to its higher flammability.

(...) Since 2009 this rule has applied to all new vehicles that have been type-approved in the past. Since 2011, mobile air-conditioners designed to use the above-mentioned gases have been completely banned for new types of vehicles. (...)
