Marcos Martínez , Ministry of Economy, Planning and Development (MEPyD), Vice Minister of Planning, shares the progress of the territorial approach in the Dominican Republic
"In the Dominican Republic, the territorial approach in development and public policy remains nascent and a sectorial approach is still predominant. " Says Marcos Martínez Vice Minister of Planning
:09/12/2019
Is a territorial or landscape approach adopted in the country’s development? (...) In the Dominican Republic, the territorial approach in development and public policy remains nascent and a sectorial approach is still predominant. (...) Which actors implement/promote the two approaches?
The main actors initiating the adoption of the territorial approach in planning and in policies and intervention are the International Cooperation and NGOs, but the government has yet to adopt the approach in its entirety..

CFS Policy convergence Process on Agroecological and Other Innovative Approaches for Sustainable Food Systems that ensure Food Security and Nutrition
1
Wednesday 27 May 2020, 15:00‐17:00
Informal discussion #3 on Agroecological and Other Innovative Approaches
(including relevant tools such as digitalization)
Rapporteur’s Summary
Item 1 - Introduction by the Rapporteur
Rapporteur, H.E. (...) Do you agree with the HLPE report’s two broad categories of innovative approaches: i) agroecological approaches and ii) sustainable intensification approaches?
(...) Do you agree with the HLPE report’s finding that agroecological and related approaches are more focused on transforming food systems, while sustainable intensification and related approaches are more focused on input use efficiency?

Ecosystem Approaches
ECOSYSTEM APPROACHES
Updated 21 July 2010
Importance and concept of an ecosystem approach
Ecosystem approaches and oceans at the General Assembly
Activities of other organizations
The importance and concept of an ecosystem approach
Healthy ecosystems are essential for human well being, as they provide invaluable functions and services including sustaining living marine resources. (...) Significantly, the meeting, while recognizing that there was no single way to implement an ecosystem approach, agreed to suggest to the General Assembly elements relating to ecosystem approaches and oceans, including the proposed elements of an ecosystem approach, means to achieve implementation of an ecosystem approach, and requirements for improved application of an ecosystem approach (the report of the meeting is contained in
document A/61/156 ).
(...) In relation to sustainable fisheries, the General Assembly, in
resolution 62/177 , encouraged States to apply by 2010 an ecosystem approach and enhance understanding of ecosystem approaches.

That, of all the innovative approaches that were assessed, agroecological (AE) approaches are
the only ones capable about bringing about a transformational change, that is
holistic,
b. That very little financial or institutional support is available to those practising AE
approaches, and the little available is miniscule in comparison to the fund-flows to
other kind of approaches,
in the summary and recommendations there is no clear recommendation recommending targeted funding and institutional support for agroecological approaches compared to other innovative approaches; and recommending the creation of a level playing field (AE approaches vs. other approaches).

The
most appropriate innovative approaches will depend on the outcomes of food system
assessments.
2. A number of stakeholders raised concerns that the Zero Draft diverges substantially from the intended topic of the policy process by not focusing sufficiently on agroecological
approaches. Others maintained that agroecology should not be given priority over other
innovative approaches, as all approaches could potentially be useful. (...) Do you agree with the HLPE report’s two broad categories of innovative approaches: i) agroecological approaches and ii) sustainable intensification approaches?

[Slide 3] Types of ecosystem approach
There is no one “correct” way to implement the ecosystem approach
There are many different “ecosystem approaches”, including: - The CBD ecosystem approach, which aims at achieving conservation and sustainable
use of biodiversity and the equitable sharing of benefits derived from its use - The ecosystem approach to fisheries, which focuses on sustainable use of fisheries
and is conscious of the structure and function of ecosystems and their components, as well as the needs and desires of societies
- Integrated marine and coastal area management, which is a multidisciplinary process providing for integration of sectors, levels of government and communities in the protection and sustainable development of coastal resources and environments; and also the oldest integrated management approach applied in the marine environment, and therefore the most widely practiced (– for more than 40 years now)
[Slide 4] Principles and guidance of the ecosystem approach
Each of these ecosystem approaches are implemented in accordance with a definition, a set of principles, guidance and/or guidelines. (...) [Slide 5] Enabling components of the ecosystem approach
A key enabling component of the ecosystem approach is to know
“Who does what and where?”
(...) Integrating the various management approaches into a comprehensive and cohesive
plan with the ecosystem approach as its central framework, for example through ocean policies, which could eventually be extended into the high seas

Therefore, all approaches should be
evaluated according to their contribution to the right to food.
(...) Intensive agriculture should be made sustainable by approaches like agroecology.
• Need for a human rights framework which ensures a holistic approach that guarantees sustainable and equitable approaches to sustainable food systems.
• Need to consider that the right to food is an important component for reaching the SDG 2.
• Need to highlight that many innovative approaches may contribute in complimentary ways to sustainable food systems.
• Support for keeping para 31 of the Zero Draft: impacts of agroecology and all innovative approaches should be assessed based on their impact on the right to food.
(...) Agroecology is key to assessing
all approaches and their impacts on food security and nutrition.
• Consider that emphasis on production rejects a food systems approach, which is one of
agroecology’s strengths.

Segment 1- Demystifying the concept and understanding its implications Implementing the ecosystem approach: the importance of analyzing stakeholders and their interests
Mr. (...) A basic premise of the ecosystem approach is that there is no ‘correct’ way to implement it, but that certain principles and guidance should apply. (...) To this end, concrete tools must be identified and applied so as to make the ecosystem approach a reality.
Valuable experience has been gained in implementing ecosystem approaches in the coastal waters of the world.

Approaches in measuring construction PPPs
Aaron Wright FRICS MCIOB Construction Consultant
Economic Commission for Latin America and the Caribbean
Technical Meeting on Construction Survey of the ICP 2021 Cycle
21 July 2021, Workshop day 1
Approaches in measuring construction PPPs
Basic requirements
• Calculation of PPPs for any expenditure category of GDP requires prices of comparable items in participating economies
• Coming to construction sector – the question is ‘What items to price?’ Construction is considered ‘comparison resistant’
• It is difficult to identify a range of comparable and representative construction products or projects across all economies
• The other requirements are that of appropriate weights for aggregating
Approaches for construction PPPs
• Methods available are based on prices of construction projects/products or outputs and construction inputs for calculation of PPPs
• Three approaches
– 1 Bill of Quantity (BOQ)
– 2 Basket of Construction Components (BOCC)
– 3 Input price*
*current approach used in ECLAC
Input approach summary
• The input approach consists of a list of 51 construction resources, comprising either labour (7), equipment rental (10), or material (34), and broadly represents common construction activities around the world.
• The input approach is in some respects similar to the basic input approach where 11 items feature as part of the BOCC approach – not to be confused with the 23 composite components, which are fundamentally different.
Why is the input approach
universally adopted? • The main benefit to the input approach is that it’s not resource-
intensive.
• Data validation is also more straight forward, almost similar to the survey of household products
• There are fewer items to validate than the BOQ approach, so data interrogation is less burdensome .
• Data interrogation is further simplified as only one material, equipment rental or labour resources is being priced, instead of a composite component.
