Pursuant to decision IPBES-3/4, the secretariats of the multilateral environmental agreements related to biodiversity and ecosystem services have worked with the Bureau to develop a draft memorandum of cooperation between the multilateral environmental agreements, modelled on the existing strategic partnership arrangement between the Platform and the secretariat of the Convention on Biological Diversity, setting out areas for collaboration and cooperation, to be approved by the Plenary at its fourth session. Following the approval by the Plenary, in decision IPBES-2/8, of the collaborative partnership to establish an institutional link between the Plenary and UNEP, UNESCO, FAO and UNDP, a progress report on the arrangement is provided for the information of the Plenary in a note by the secretariat (IPBES/4/INF/19).

Burundi arguably has the most complex consociational arrangement in the world. As with all such arrangements, it seeks to reconcile majority claims with minority rights, in this A/HRC/30/42/Add.1 GE.15-13579 5/24 case, through a finely tuned set of arrangements that combine proportionality with minority overrepresentation. (...) The Senate, like the armed forces, is split 50/50 between Hutus and Tutsis, and regional balances are also mandated. The arrangement is not simply a power-sharing agreement, but also stipulates that political parties must be ethnically and regionally integrated, and supermajority requirements (a two-thirds quorum for legislative action; a minimum of two thirds of votes for a law to be adopted) further protect minority rights and create incentives for de-ethnicizing politics.1 7. The decision of the ruling party to have the incumbent President, Pierre Nkurunziza, run for a third term unleashed protests that were met with a wave of killings, arbitrary arrests and intimidation by the police.3 Rising hate speech, together with severe limitations to the freedoms of expression and peaceful assembly were deeply concerning. 1 The arrangement is made more complex by integrating members of government and rebel movements.

We call upon Member States to take a decision at the seventy-third session of the General Assembly to establish an international investment support centre for the least developed countries under the auspices of the United Nations to provide a one-stop arrangement to help stimulate foreign direct investment in the least developed countries, which can make available the following interrelated and mutually reinforcing services, as already agreed upon in the Addis Ababa Action Agenda: (a) an information depository for investment facilities in the least developed countries; (b) provision of technical support to assist the least developed countries in preparing project documents and negotiating complex large-scale contracts; (c) provision of advisory support in dispute resolution; and (d) risk insurance and guarantees in close collaboration with the Multilateral Investment Guarantee Agency and the Organization for Economic Cooperation and Development; 34. (...) (h) A transitional services waiver arrangement: The LDC services waiver is a new mechanism made available to and yet barely utilised by the next wave of graduates. Given the importance of services to trade nowadays, as organised within global value chains (GVC), a particular transitional arrangement could be secured for forthcoming graduates from LDC status for this preference.
