The arrangement would
be applied on an interim basis by the ADP, pending endorsement by COP 18. The ADP, in its
report of this session, would recommend to COP 18 to endorse the arrangement.

Article 2
Purpose
The purpose of AMRO is to contribute to securing the economic and financial
stability of the region through conducting regional economic surveillance and
supporting the implementation of the regional financial arrangement. The term
“regional financial arrangement” means the multilateral liquidi ty support
arrangement under the ASEAN +3 framework to address potential and actual
balance-of-payments and short-term liquidity difficulties in the region.

(3) Any member whose relevant authorities cease to be parties to the regional
financial arrangement may withdraw from AMRO at any time by delivering a notice

In particular, work is on-going on:
(a) The development of a successor arrangement to the Strategic Plan for the
Implementation of the Basel Convention which expires in 2010: By its decision VI/1, the sixth
meeting of the Conference of the Parties adopted a Strategic Plan for the Implementation of the Basel
Convention (to 2010) to serve as a means to give further effect to the Basel Declaration on
Environmentally Sound Management. (...) Thus, for example, preliminary recommendations on
the successor arrangement to the Strategic Plan could be undertaken at COP 10, while being subject to
further review at COP 11, taking into account the output of consultations and negotiations on other
matters.

Following a bilateral prisoner transfer arrangement between the United States and
Australia, the author was returned to Australia on 20 May 2007, where he served seven
months of his sentence at Yatala Labour Prison in Adelaide. (...) In application of the International Transfer of Prisoners Act 1997 and subsequent
amendment of 23 March 2004, Australia entered into a prisoner transfer arrangement with
the United States, which recognized the author’s conviction and by which Australia agreed
to imprison him in Australia to serve out the remainder of his sentence. (...) Australia assumes full responsibility for the enforcement
of the sentence.2
10. By virtue of that arrangement, Australia participated directly in the retrospective
punishment and imprisonment of the author, thus breaching article 15 (1) of the Covenant,
according to which no one shall be held guilty of a retrospective criminal offence.
