The channel separation recommended in the main text are 40, 30, 20, 10 and 5 MHz with the interleaved arrangements with possible use of the co-channel arrangements; recommended arrangements with 14, 7 and 3.5 MHz channel separations in combination with the 30 MHz arrangement are also provided in Annex 2. The coverage should include all formal family-based care arrangements at national and subnational level for children aged 0-17. (...) In conjunction with indicators on the proportion of children in formal foster care and formal kinship care, it helps to understand the distribution of children by type of family-based care arrangement and how it changes over time. This indicator should be interpreted in conjunction with information on the quality of the care provided in other forms of formal family-based care arrangements, data on outcomes for children from formal reviews or evaluations of other forms of formal family-based care arrangements, among other data. An analysis of this indicator by sex and age is recommended to better understand the sex and age distribution of children in other forms of formal family-based care arrangements and raise awareness of the characteristics of children who are more likely to be placed in other forms of formal family-based care arrangements than others due to their sex or age.

DPC/13 GENERAL AGREEMENT ON 16 November 1984 TARIFFS AND TRADE Special Distribution International Dairy Arrangement INTERNATIONAL DAIRY PRODUCTS COUNCIL Resolution adopted on 16 November 1984 The International Dairy Products Council meeting under the terms of Article IV:6 of the Arrangement, Recalling that the Committee of the Protocol Regarding Milk Fat held a special meeting on 23 and 24 October 1984 following the notification by the Commission of the European Communities of "its intention to make the necessary arrangements to export to certain destinations certain quantities of butter from Community public stocks at a price which, because of the age of the product, would have to be lower than the minimum price currently in force" (document DPC/F/W/15 and Corr.1) and that, at that meeting, the Committee took note that two regulations (Regulations (EEC) no. 2955/84 and no. 2956/84) had been promulgated on 23 October 1984 and found that the sales envisaged under Title II of Regulation (EEC) no. 2956/84 were not consistent with the provisions of Article 3 of the Protocol; Recalling that the Committee having been unable to reach a satisfactory solution, the International Dairy Products Council met on 24 October 1984, under the terms of Article IV:6 of the Arrangement, and urged participants to hold intensive consultations in order to seek a solution; (1) Takes note of the detailed explanations furnished by the EEC as to the content and scope of the said measures; (2) Finds that the Community measures constitute a threat to the trade interests of all other participants in certain markets, in particular for developing countries taking into account Article I of the Arrangement and that in those circumstances those participants may take action in the short term to safeguard their position, for example by making sales at prices below the minima specified in the Protocol Regarding Milk Fat; (3) Requests all participants to exercise the greatest restraint in making their sales in the current situation and to take fully into account the interests of other participants, in order to sustain the viability of the International Dairy Arrangement, having particular regard to the delicate balance between the disciplines contained in the Arrangement and the Protocols and the provisions for safeguard and emergency action; (4) Takes note of a statement by the EEC according to which the provisions of Title II of Regulation (EEC) no. 2956/84 are to be revoked at a very early date; 84-2320 DPC/13 Page 2 (5) Urges the EEC, and all participants concerned, to pursue a policy designed to reduce stocks and ease market pressure caused by them, both through measures at the level of production and measures in regard to developing consumption, and requests them to keep it informed of progress made in this area; (6) Notes that the participants in the International Dairy Arrangement have underlined its importance for world trade in dairy products and reaffirmed the need to pursue the objectives set for it; (7) Notes that in the present situation, close co-operation among participants is more than ever necessary, and, to that end, considers that detailed information should be furnished in pursuance of Article 4 of each of the Protocols annexed to the Arrangement; (8) Agrees to hold a further meeting in December 1984 to review the situation.

The new proposal involved an arrangement for payment of DSA directly to each judge who was required to produce appropriate identification and to sign a receipt.
