TOWARDS AN AMBITIOUS LONG-TERM GLOBAL ASPIRATIONAL GOAL FOR
INTERNATIONAL AVIATION

SUMMARY
Significant CO2 emissions reductions from international aviation in line with the temperature goals of the
Paris Agreement are needed. The Long-Term Aspirational Goal (LTAG) report prepared by CAEP
contains an analysis of scenarios on CO2 emissions, costs and impacts on aviation growth, in all countries
especially developing countries.
(...) Responding to Resolution A40-18, the ICAO Council explored the
feasibility of a long-term global aspirational goal (LTAG) for international aviation CO2 emissions reductions.

VIEWS ON EXPLORING THE FEASIBILITY OF A LONG-TERM GLOBAL ASPIRATIONAL
GOAL FOR INTERNATIONAL AVIATION

supported by the Arab Civil Aviation Organization (ACAO))
SUMMARY
This working paper highlights the views of its Member States on exploring the
feasibility of a long-term global aspirational goal for international aviation,
including the most important principles that shall be considered in setting such
a goal, and it focuses on the most important potential means of facilitating its
implementation.
(...) It needs to assure enabling all Member States by providing the needed capacity building, financial support,
and technology transfer.
2.1.2.3 Some technologies considered as the most impacting on GHG reduction, i.e. atmospheric CO2 based fuels or the use of cryogenic hydrogen, still need major developments, validation on their
technical relevance and economically positive deployment.
2.2 Long-Term Aspirational Goal
2.2.1 The Long-Term Aspirational Goal (LTAG) report is a remarkable achievement; it has explored the feasibility of a global long-term aspirational goal that might address the international aviation
emissions. (...) The investments required from
states would be 15 to 180 billion USD for low and 75 to 870 billion USD for mid and high aspirational
goals. The incremental fuel related costs for Airlines (minimum selling price of fuels minus conventional
jet fuel price) will be 1100 billion USD for low, 2700 billion USD for Mid and 4000 billion USD for high
aspirational goals.

When migration aspirations are higher than people’s potential to realise these aspirations, attitudes towards brokers and even their potential failure change. (...) The districts of Bijapur, Dantewada, and Sukma in the state of Chhattisgarh worked their way to secure the top-ranking amongst the 117 aspirational districts in Niti Aayog’s list despite being affected by the long-drawn conflict between the State and Left-wing extremist (LWE) districts. (...) Bijapur topped the list of aspirational districts in the month of July 2019 and has remained high in the ranking throughout 2020. (...) The Transformation of Aspirational Districts Programme (TADP) was launched by the Government of India in January 2018.

UNICEF study unveils the social and economic aspirations of young people in Jordan
highlights on the socio-economic aspirations and experiences of Jordan’s young people.

Amman, 9 th November 2021 — Under the patronage of His Excellency Mohammad F. Nabulsi the Minister of Youth, UNICEF released today the ‘Youth Social Economic Aspirations Study ’, which highlights the socio-economic aspirations and experiences of Jordan’s young people.
The nationally representative study reveals that from 2020 to 2021, while Jordan’s youth population is increasingly educated their transition to adulthood is not meeting their aspirations. The jobs that young people aspire to have are unattainable, leading to a challenging transition from school-to-work and delays in financial independence, marriage, and starting their own families.

The CO 2 trends assessment was recommended as the basis for decision-making during the 38th Session of the Assembly, which subsequently adopted the collective global aspirational goals for the international aviation sector of improving fuel efficiency by two per cent per year and from 2020 keeping net CO 2 emissions at the same levels (i.e. carbon neutral growth from 2020).
The Assembly also requested the Council to review the medium-term global aspirational goal of carbon neutral growth from 2020 and continue to explore the feasibility of a long-term global aspirational goal for international aviation.

While there was some agreement on a short-term aspirational goal, there was no consensus on medium or long-term goals. (...) On the question of aspirational goals, the Terms of Reference direct GIACC to:
1. (...) We were asked to “develop options that quantify the potential aspirational goals identified by GIACC/2, considering the degree of challenge involved in setting such aspirational goals at different levels, and over short, medium and long terms”.

Feasibility of a long term global aspirational goal for international aviation
Following the agreement by the Council on the CAEP proposal regarding further work on the feasibility of a long-term global aspirational goal to reduce CO2 emissions in international aviation , , the CAEP Long-Term Aspirational Goal Task Group (CAEP LTAG-TG) was established and it started its work in March 2020. (...) In particular, substantial progress was achieved by CAEP LTAG-TG with respect to the relevant methodology and process for data gathering and scenario development, parameters of the long-term aspirational goal’s time horizon, and the possibility of following a per annum improvement approach as a means to align with other CAEP work.

Introduction
The 2010 International Civil Aviation Organization Assembly adopted the existing global aspirational goals for the international aviation sector of 2% annual fuel efficiency improvements and carbon neutral growth from 2020. (...) This special supplement provides an overview of the current aviation goals related to climate, and describes the ICAO’s work on the feasibility of a long-term global aspirational goal for international aviation (LTAG).

The GLADs supported the well-informed deliberations at the High Level Meeting on LTAG (HLM-LTAG), held in July 2022 (more details on HLM-LTAG are provided in a dedicated article “High-level meeting on the feasibility of a long-term aspirational goal for international aviation CO2 emissions reductions” of this special supplement.
