Search Close Search UNICEF Fulltext search Max Report National Aid Fund Cash Transfer Pilot Post Distribution Review Highlights The report analyses the beneficiaries’ perception of how much the cash assistance contributed towards covering the household’s basic needs (education, health, food, housing and winterization) and how it prevented the use of negative coping mechanisms (withdrawing children from school, child begging, child labour), along with exploring the perceived purpose of the cash transfer. Overall, the findings show that the perceived contribution of the cash assistance programmes, by both NAF and UNICEF, is positive in terms of covering basic needs, especially in regard to educational outcomes and negative coping mechanisms. (...) The perceived contribution of the cash assistance on reducing the adoption of coping mechanisms are positive overall, with approximately 35 per cent of beneficiaries reporting that they had not resorted to any negative coping strategy.

All evaluations confirm that CBI has positive protection outcomes and show that the households receiving cash assistance are better able to meet their needs and resort less to negative coping strategies, hence reducing their immediate protection risks. (...) In Greece, reliance on negative coping strategies - including begging and transactional sex - were almost immediately reduced when CBI was introduced. (...) Our evaluations indicate some gaps in complementary programming and access to services, and that households continue to adopt coping strategies, albeit less so than when not receiving cash.

“jugend.support” is a web-based service for older children and young people  that strengthens their individual coping strategies with target group-oriented information  and guides them towards the appropriate assistance and self-help structures  as well as reporting options depending on their individual needs. Besides providing general educational information, the website focuses on supporting children and youths to cope with stressful situations. This is supposed to enable them to reduce risks and if necessary help themselves. (...) Jugend.support offers information to cope with difficult internet-based situations and problems such as sexual harassment or violence besides problems such as cyberbullying.

Urban centres provide coping options, a cushion for failed pastoralists, and different developmental opportunities. (...) In other words, even if these households coped with the crisis, repeatedly having to cope with drought leaves them unable to adapt or develop new livelihoods and reduce risk in the long term. (...) Improvements in transportation, communication, market and financial services can support development and rural growth as well as enable mutual assistance or crisis coping.  Respond at Scale and Reinforce Local Institutions: During times of crisis enable rural populations to access labour opportunities, short-term residence, and education and health services in urban centres.

Every 1 USD to protect rural livelihoods saves around 10 USD in food-related assistance. The time to act is now. In the Hirshabelle region of southern Somalia, those pastoral families that have reached their limits to cope with the extreme drought are now moving to urban centres in search of assistance. Rural families in Guricade village receiving cash transfers agricultural assistance have been able to remain in their their homes to endure the dry conditions. FAO is assisting rural families in the region to cope with the drought through its emergency Cash+ programme, with thanks to the generous support of USAID.
