Revised Terms of Reference for country visits by Special Procedures mandate holders of the United Nations Human Rights Council (based on Appendix V,
E/CN.4/1998/45)
During country visits, special procedures mandate holders of the United Nations Human Rights Council, as well as United Nations staff accompanying them, should be given the following guarantees and facilities by the Government that invited them to visit its country:
(a) Freedom of movement in any part of the country, including facilitation of transport, particularly to restricted areas;
(b) Freedom of inquiry, in particular as regards:
(i) Contacts with central and local authorities of all branches of government;
(ii) Private contacts with representatives of civil society, including non- governmental organizations, other private institutions and the media;
(iii) Confidential and unsupervised contact with witnesses and other private persons, including persons deprived of their liberty, considered necessary to fulfil the mandate of the mandate holder;
(iv) Access to all prisons, detention centres and places of interrogation as considered necessary by the mandate holder to fulfil his or her mandate; and
(v) Full access to all documentary materials relevant to the mandate;
(c) Assurance by the Government that no person or group of persons, whether
acting in their official or individual capacities, who cooperate, seek to cooperate, or have cooperated with the mandate holder in relation to the mandate, will for this reason suffer intimidation, threats, harassment or punishment, be subjected to judicial proceedings or to any other kind of reprisals by any means whatsoever; assurance that any measures that could deter such cooperation or be perceived as such, will be avoided. These assurances should apply before, during and after the conduct of country visits.
(d) Appropriate security arrangements without, however, restricting the freedom of movement and inquiry referred to above;
(e) Extension of the same guarantees and facilities mentioned above to the
appropriate United Nations staff who will assist the special procedures mandate holder
before, during and after the visit.

This is a risk-based framework in which office carry out micro-assessment to determine the financial and procurement management capacities of particular partners, and use the results to determine amount and frequency assurance activities. The latter include programmatic visits that assess progress of activities and report any constraints, spot checks of the partner’s financial management, and audits. (...) Also, programmatic visits required by the programme documents were not included in the assurance plan.
(...) Assurance activity tracking: The country office maintained an assurance activity tracking sheet that compiled information and recommendations resulting from audits, programme visits and spot checks.

It should also be used to determine the type and frequency of assurance activities, including spot checks, programmatic visits, and audits that will be needed for UNICEF to obtain adequate assurance that the cash provided to that partner has been used as intended. (...) The audit noted the following.
Scheduling of assurance activity: For spot checks, offices did strive to use the partners’ risk rating (as determined by the micro-assessments, or assumed high risk) to select and schedule programmatic visits. (...) But the assurance plans did not reflect this requirement for additional programmatic visits.

The audit team reviewed the quality of HACT audits and programmatic visits, two major components of the assurance plan.
(...) However, the office had not considered how this might change in the risk profile of these three partners, or appropriately adjusted the frequency of assurance activities— particularly with respect to programmatic visits— in its risk-based assurance plan.
(...) Ensure micro-assessments and programmatic visits are properly carried out to generate the required assurance over the use of funds and the activities being funded.

Further, a review of the assurance plan for 2015 showed that it omitted 13 planned programmatic visits and nine spot checks that should have been done, according to the HACT criteria. (...) The office did have an in-house report format for follow-up actions programmatic visits and spot checks. However, the audit found that the recommendations issued had been followed up for only 22 out of 77 assurance activity reports during 2015.
(...) Assign accountabilities and establish follow-up mechanisms for recommendations stemming from spot checks and programmatic visits.

The audit found that a large number of programmatic visits had not been implemented, resulting in insufficient assurance that expected results had been achieved. (...) The office was unable to complete the majority of its planned programmatic visits mainly due to the COVID-19 pandemic that restricted the movement of staff, and because high-risk assurance activities were not prioritized. (...) In exceptional cases when programme visits cannot be carried out, it should minimize the assurance risk through the application of appropriate compensating procedures.

About the product
The United Nations National Quality Assurance Frameworks Manual for Official Statistics was adopted by the Statistical Commission of the Economic and Social Council of the United Nations in March 2019, and welcomed as an important contribution for guiding countries in the implementation of a national quality assurance framework, including for new data sources, new data providers, and data and statistics on the Sustainable Development Goal indicators. Building on and replacing the generic template and guidelines adopted in 2012, the Manual contains recommendations on quality assurance for official statistics, the United Nations National Quality Assurance Framework and practical guidance for developing and implementing a national quality assurance framework. The Manual is intended for use by anyone interested in or working on quality assurance of official statistics.
