The Principle of Legality Article 4 (1) A state authority, a local self-government authority, as well as institutions and other legal persons (hereinafter: authorities) proceeding in administrative matters shall decide in accordance with the law and other regulations. (2) In administrative matters, in which an authority is statutorily authorized to make a discretionary decision, the decision shall stay within the framework of the authorization and shall be in accordance with the objective for which the authorization had been given.
