In a joint declaration read out by UPU Director General Edouard Dayan to the member countries attending the 24th Universal Postal Congress in Geneva, both parties pledged to start facilitating direct exchanges between the Palestinian Authority and the UPU member countries as of now. (...) Dayan also called on the international postal community to lend its support to the Palestinian Authority's postal services. About the Universal Postal Union The UPU, based in Berne (Switzerland), is the primary forum for cooperation between Posts.

The rationale for establishing such universal jurisdiction as a matter of international law is twofold. (...) The United Kingdom considers that procedural safeguards must be in place to ensure that universal jurisdiction is exercised responsibly. For example, our prosecuting authorities would not usually seek to proceed against any suspect who was not present in the jurisdiction; and most offences of universal jurisdiction may not proceed without the prior permission of the Attorney General, who ensures that public interest considerations including international comity are taken into account before a decision to prosecute is made. Our Parliament has legislated to confer universal jurisdiction on the courts in relation to certain offences, and so establishing universal jurisdiction before the courts of the United Kingdom is not legally complex.

A treaty-based obligation "to extradite or prosecute" does not confer universal jurisdiction with respect to the relevant offence. Second, Israel views universal jurisdiction as a mechanism of last resort. (...) We note the increasing number of examples of such safeguards currently in place in various States which include limiting the right to initiate criminal proceedings to the public prosecution authority or requiring the authorization of a senior legal official before initiating an investigation on the basis of universal jurisdiction.
