LETTER DATED 30 DECEMBER 2021 FROM THE PRESIDENT OF THE SECURITY COUNCIL ADDRESSED TO THE SECRETARY-GENERAL AND THE PERMANENT REPRESENTATIVES OF THE MEMBERS OF THE SECURITY COUNCIL
Underscores that neutral, expert assessment of the implementation of resolutions 1373 (2001), 1624 (2005), 2178 (2014), and other relevant resolutions, is the core function of CTED, and that the analysis and recommendations from these assessments are an invaluable aid to Member States in identifying and addressing gaps in implementation and capacity, and calls on UNOCT, all other relevant United Nations funds and programs, Member States, donors, and recipients to use these expert assessments as they design technical assistance and capacity building efforts, including in furthering the balanced implementation of the GCTS across all four of its pillars; 5. (...) Directs CTED to make country assessments, recommendations, surveys, and analytical products available throughout the United Nations system, especially to S/2021/1107 22-00050 11/14 UNOCT and United Nations counterterrorism-relevant agencies, funds, and programs, in order to better align United Nations technical assistance and capacity building with gaps in implementation and capacity identified by CTED, as well as in support of balanced implementation of the GCTS, except when requested by the assessed Member States to keep selected information confidential, and further directs CTED to enhance sharing of its findings with Member States and relevant counterterrorism partners, as appropriate and in consultation with the CTC, in international, regional, and subregional organizations, the GCTF, academia, think tanks, civil society, and the private sector, including through improved web access, outreach, workshops, open briefings, and utilization of the CTED Global Research Network (GRN), noting the importance of its geographic diversity; 20. Reiterates the essential role of CTED within the United Nations to identify and assess issues, trends, and developments relating to the implementation of resolutions 1373 (2001), 1624 (2005), and 2178 (2014), 2396 (2017), 2462 (2019) and 2482 (2019), and other relevant resolutions, and in cooperation with UNOCT, to support balanced implementation of the GCTS, and also to advise the CTC on practical ways for Member States to implement these resolutions, and reiterates also the importance of work with relevant partners in this area, including through the GRN; 21.

The only sustainable method to strengthen the Biological Weapons Convention in an effective, comprehensive and balanced manner is the adoption of a legally binding instrument, non-discriminatory including all articles of the Convention. Regardless of the specific program to be agreed by the States Parties for the next intersessional period, we consider it is important that the design of the program will be based on the following main guidelines: (a) To ensure the strengthening of all provisions of the Convention, in a comprehensive and balanced manner, taking due account of the interrelations between them. The advisory board of the Climate Technology Centre and Network (CTCN), with the aim of achieving fair and balanced representation, shall comprise [XX] members as follows: (a) [xx] government representatives, comprising a balanced representation from Parties included in Annex I to the Convention (Annex I Parties) and Parties not included in Annex I to the Convention (non-Annex I Parties); (b) The chair and vice-chair of the Technology Executive Committee (TEC) in an ex officio capacity; (c) Two additional members of the TEC, one from an Annex I Party and one from a non-Annex I Party, in an ex officio capacity, nominated by the TEC; (d) A representative of each of the operational entities of the financial mechanism in an ex officio capacity; (e) A representative of the management of the host organization of the Climate Technology Centre (CTC), in an ex officio capacity, nominated by the host organization; (f) A representative of the Adaptation Committee and of the Standing Committee in an ex officio capacity, nominated by the respective bodies; (g) Three members drawn from financial institutions, non-governmental organizations, and academic and business communities with relevant expertise in technology, finance or business, in an ex officio capacity, nominated by the host organization of the CTC. 2. We need to promote trade and investment liberalization and facilitation, say no to protectionism, and make economic globalization more open, inclusive, balanced and beneficial to all. To this end, we will enter into negotiation with more countries to conclude high-standard free trade agreements, and strengthen cooperation in customs, taxation and audit oversight by setting up the Belt and Road Initiative Tax Administration Cooperation Mechanism and accelerating international collaboration on the mutual recognition of Authorized Economic Operators. (...) China does not seek trade surplus; we want to import more competitive quality agricultural products, manufactured goods and services to promote balanced trade. Fourth, we will more effectively engage in international macro-economic policy coordination. (...) China will strengthen macro policy coordination with other major economies to generat e a positive spillover and jointly contribute to robust, sustainable, balanced and inclusive global growth. China will not resort to the beggar-thy-neighbor practice of RMB devaluation.
