On the international level Syria believes strongly that there is an important relationship between protection of human rights and maintaining international peace and security. (...) Syria considers that the protection of human dignity and fundamental rights are the base of freedom, justice and peace. Syria believes that international peace will not be reached and maintained, and development will not be achieved, whenever human rights and fundamental freedoms are being violated. (...) Some of these challenges are: poverty, ignorance, illiteracy, extremism, injustice, racial discrimination and foreign occupation. Syria believes that its membership of the Human Rights Council would contribute to accomplish the objectives of the Council, and would support the national and international efforts for promotion and protection of human rights for all, without distinction and selectivity or politicization.

The Special Rapporteur believes that the design of these programmes could provide valuable examples that could be drawn from in other regions of the world, although he notes that there are also some problems in the practical implementation of these programmes. He was also concerned by the lack of action by the authorities to reappropriate clearly uncultivated land in the particular case of Usina Alianca.34 The Special Rapporteur believes that agrarian reform must play a fundamental part in meeting the right to food in Brazil and believes that the role of E/CN.4/2003/54/Add.1 Page 15 MST is overall a beneficial one. (...) The Special Rapporteur welcomes the positive progress that has been made in Brazil in reducing child malnutrition and child mortality and in reducing poverty and undernourishment over the 1990s. However, he believes that, given the level of resources in Brazil, more progress could have been made in addressing poverty and inequality in general.

Concerning foreigners in irregular administrative status The CNDH believes that it is time for the government to officially consider the development and establishment of an operation of special regularization of some categories of migrants in irregular administrative situations, according to criteria that take into account the duration of stay in Morocco, the right to family co-residence, the conditions for insertion in Moroccan society, the settlement agreements reached by the Kingdom with other state partners. (...) Considering the economic and social constraints that weigh on a country like Morocco, an ambitious international cooperation is vital. The CNDH believes that this dimension should be included as one of the priorities of the recently signed mobility partnership. (...) Welcoming the efforts of members of civil society involved in the defense of the rights of migrants and asylum seekers, the CNDH believes that its active and collaborative involvement is essential to deal with historical changes outlined above.

However, the Commission does not believe that this statement is sufficient in itself and remains concerned itself about the allegations and believes that not enough has been done by the UK to reassure the Commission and the public following these allegations. However, none of these mechanisms deal with all the allegations or do so in a comprehensive manner and there are concerns that many in civil society believe that at least some of the allegations are true and that they are not isolated incidents. The Commission believes that only its recommended review will ensure that the public will have confidence in the government's response.
