The Special Rapporteur believes that some of his recommendations are of immediate relevance and that they should be acted upon in the near future if the Government intends to press ahead with the El Diquís hydroelectric project. (...) The Special Rapporteur also believes that the inclusion of external stakeholders could help clarify issues of representation, define the procedure and produce ideas that might lead to consensus. 38. (...) The Special Rapporteur believes that decisive steps need to be taken urgently to find solutions that would allow indigenous peoples to recover the land in their territories.

It is an honor to deliver this statement on behalf of the A Status National Human Rights Commission of Republic of Korea (hereinafter referred to as “NHRCK” or “the Commission”). The NHRCK believes that the Universal Periodic Review (UPR) has made tremendous contributions through its process of regular reporting and review of human rights situations of the Member States. (...) In fact, the recent third UPR process of the Republic of Korea, following up on its first and second UPR processes, had been a valuable opportunity to paint the overarching picture of human rights situations, and face pending human rights issues. The Commission believes this process gives us an good opportunity to enhance the domestic human rights situation for the Republic of Korea one step forward as well. (...) In this regards, the Commission believes that the Korean government should actively pursue and review recommendations made on the ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights, aiming at the abolition of the death penalty, the Optional Protocol to the International Covenant on Economic, Social and Cultural Rights, the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, and the Optional Protocol to the Convention on the Rights of Persons with Disabilities; the adoption of comprehensive anti- discrimination law; the repeal of article 92-6 of the Military Criminal Act; the formulation of comprehensive legislation and measure on hate speech; and the decriminalization of conscientious objectors who refused to perform military service and the introduction of alternative service.

The Special Rapporteur believes that the effective enjoyment of the rights to freedom of peaceful assembly and of association is particularly important and timely in Zimbabwe, in light of the most recent political changes. (...) The Special Rapporteur firmly believes that the exercise of this right should not be subjected to prior authorization by the regulating authority, including when it amounts to a de facto authorization as stipulated by section 7. (...) The Special Rapporteur believes that signing a memorandum of understanding should not be used to undermine an organization’s independence or create additional obstructions in their operations.

The Special Rapporteur believes that the effective enjoyment of the rights to freedom of peaceful assembly and of association is of particular importance in Armenia, especially considering the recent political changes. He believes that his visit was also timely in view of a series of recent reforms and the parliamentary elections held in December 2018. (...) In order to reverse this situation, the Special Rapporteur believes that one of the first steps the Government should take is to carry out genuine consultations so that projects for the exploitation of natural resources align with the Guiding Principles on Business and Human Rights. 80.

That event brought together State media authorities and civil society organizations; he believes it might serve as a useful model for future multi-stakeholder dialogues on the subject. 5. (...) He also believes that any criminal lawsuit, even without a prison sentence being foreseen, may have an intimidating effect, particularly on journalists. (...) The Special Rapporteur believes that the purpose of a rectification should only be to correct wrong information given and the harm that may have been done, but it should not entail a punishment. 27.

The Special Rapporteur believes urgent measures aimed at regulating access to firearms are necessary. (...) The Special Rapporteur believes that the absence of legal provisions allowing abortion may lead women to seek unsafe and illegal abortions, thus placing them in a vulnerable situation. (...) The Special Rapporteur believes an integrated response to eliminating violence against women is essential to addressing all kinds of gender-based violence.

As a space-faring nation, the Republic of Korea (ROK) believes that activities in space is imperative for both prosperity and security. (...) On the other hand, the ROK government believes that there is no international legal regime specifically dealing with the deliberate threats of States to space assets or activities of other States. (...) On the other hand, the ROK government believes that irresponsible behaviour could include the very concept of “space threat” mentioned in this report, particularly the types of behaviour that constitute a violation of the United Nations Charter or key principles of A/AC.294/2022/WP.15 6 GE.22-06905 international humanitarian law.

However, he believes that the amendments made to the law on the legal status of judges, the law on the public prosecutor’s office and the anti- corruption law constitute a wrong remedy to a real problem. (...) The Special Rapporteur believes the restoration of an independent body in charge of victim and witness protection would prove extremely useful in ensuring justice and remedies. (...) The Special Rapporteur believes that greater efforts are needed to ensure that lesbian, gay, bisexual, transgender and intersex persons and organizations access effective redress when they are subject to attacks, threats and other violations or abuses. 55.

Membership. Australia believes that the current membership structure is working well. (...) Australia therefore believes that the current membership structure should be retained although it believes that Parties may wish to consider providing some flexibility in the Terms of Reference to include additional experts and resources as required on a case by case basis. (...) Australia believes that the regional and country groupings will be sufficient to ensure a steady rotation of members as vacancies occur. 2.5.

Unfortunately the report has been ignored by Egypt and Ethiopia, as well as by the Chair of the AU, while Sudan accepted the report, and believes that it is a fair and balanced report, and could form a good basis for the negotiation between the three parties. (...) For these reasons, Sudan remains fully committed to the DoP, and believes firmly that its provisions afford adequate, fair and appropriate grounds for resolving the remaining differences on the filling and operation of the GERD, and its safety, as well as the two studies, and for reaching a full and final (and not a partial) agreement on the GERD. 1. (...) Although the report has not been adopted by the Bureau, nor by Egypt and Ethiopia, Sudan believes that it has been fair and balanced report and proposed solutions to the negotiating parties.
