In this reform process of UN organs, we believe those entrusted with development should be strengthened and must become true forums to discuss the issues facing developing countries in all their diversity, including middle-income countries. We believe the proposal to create a Peacebuilding Commission must focus on establishing policies and support strategies to national development programs and initiatives for countries emerging from conflict. (...) Regarding the proposal to create a Human Rights Council, we believe it must be directed with a view to cooperating with States and building national capacity in each country.

A number of violations of the rights of the UOC believers are explicitly related to the destructive state information policy. (...) To protect their rights, believers systematically appeal to the police, prosecutors, central and local authorities, and courts. Chairman, for your tireless efforts in making this Committee function in as efficient and effective way as possible. My delegation believes that both the Member States and the Secretariat need to make sure that all the Resolutions adopted last December would be implemented in a timely manner. (...) As my delegation believes that this session would be one of the busiest sessions in the past several years, we hope all member states will share a sense of urgency to conclude all items by the end of the session. Second, in order to make the UN more accountable, efficient and sustainable in the future, the Fifth Committee should discuss the important items of accountability, procurement and the UN Headquarters accommodation needs from 2014-2034. My delegation believes that these agenda items have important implications for the future UN.

Having said that, we believe that a strong response to the recurring sexual exploitation and abuse cases should involve engaging the wider membership of the United Nations.  Egypt adheres fully to the zero-tolerance policy towards sexual exploitation and abuse. We believe one case is too many and should be addressed in a very serious manner and that the perpetrators who are found guilty should be expeditiously brought to justice no matter whether they are UN, non- UN, civilian or uniformed personnel.  We support the work of the Secretary General and that of the Special Coordinator on improving the United Nations response to sexual exploitation and abuse, especially with regards to engaging troop and police contributing countries, and we pledge our full cooperation and support. (...) We believe that General Assembly resolution 62/412 could be the basis for a comprehensive General Assembly approach on that matter.
