The vehicle or its authorized representatives making a claim for treaty benefits under paragraph 3, 4 or 5 using the yearly determination method described in paragraph 7 shall make the determinations described therein to the best of his knowledge and belief. The Secretary-General asked leaders to come to the Summit to present plans, not make speeches. The most ambitious plans were presented on 23 September, creating a unique opportunity to showcase leadership towards transformative climate action that would make change in the world. (...) The Summit also demonstrated the need to urgently update and enhance their short-term commitments by 2020, and the mid-term commitments by 2030, that will be captured in their national climate plans, known as Nationally Determined Contributions to the Paris Agreement. There was also widespread concern that the world is presently way off course to meet the global target, as emissions continue to increase, and global temperatures rise. (...) Through concrete examples, the Summit highlighted how climate action can have tangible and beneficial impacts on people’s lives, including on their jobs and health, and therefore the need to align policies and systems to accelerate the implementation of both the Paris Agreement and the Sustainable Development Goals (SDGs).

While the Elements paper recognizes the need for country-by-country reporting, FfD3 should make it clear to the global community that making country-by-country reporting information publicly available, as is already required of consolidated financial information, is critical to benefit developing countries. It is the most cost effective and efficient way of ensuring that developing country governments have timely and low-cost access to information that they need in order to determine the risk of a given multinational company engaging in aggressive profit-shifting activities in their contexts.  Publicly Available Country-level Foreign Deposit Data Collected by the Bank for International Settlements: In line with the recommendation in the Elements paper to track information on cross-border financial flows, we believe that country-level foreign deposit data collected by the Bank for International Settlements would provide the world with a much clearer picture of the extent of the problem on a country-specific basis. The UN must demand the public release of this data so that the extent of the problem can be better determined, allowing citizens to ascertain the extent of the potential problem in their country and creating pressure on governments for stronger action.

The risks associated with this application of AI seem to me to be low, and there is no obvious need for new regulation • A greater concern arises with AI-based editorial control of news and current affairs. (...) Regulation of online platfoms is probably inevitable, and can be beneficial. But only if it is designed based on actual evidence of harm, rather than fear of the unknown.
